City and County of San Francisco's General Plan
“The City's General Plan includes ten elements: Air Quality, Arts, Commerce and Industry, Community Safety, Environmental Protection, Housing, Recreation and Open Space, Transportation, and Urban Design.  Bicycle Transportation is covered within the Transportation Element of the City's General Plan. All planning efforts for the Bicycle Plan must be consistent with the General Plan.”

MTC Regional Bicycle Plan
The Metropolitan Transportation Commission (MTC) Regional Bicycle Plan is a component of the 2001 Regional Transportation Plan for the San Francisco Bay Area. This document is an excellent resource of recommended San Francisco Bay Area policies and programs. This document is regional in nature, specific routes, facilities and policies for San Francisco can be found within the San Francisco Bicycle Plan.
