Chairman Weaver called the meeting to order at 4:23 p.m.

Chairman Weaver appointed Mark Ballew to serve as Pro Tem
- Announcement of prohibition of sound producing devices during the meeting.
The CAC Secretary made the announcement.
Chairman Weaver continued approval of the July 27, 2011 minutes to the next meeting.

- Presentation, discussion and possible action regarding bicycles on light rail vehicles. (John Haley, Director, Transit Services)
Jim Campbell, Transit Planner, Operations Planning, stated he was familiar with the study of allowing bicycles on light rail vehicles. Mr. Campbell stated that the study was the furthest this proposal has gone and is unsure where staff is right now with this. From his understanding, the cars are too crowded and bringing bikes on would be cumbersome.
Committee member Ferrario stated that he and Chairman Weaver went to the Green Yard and were presented with a mock-up of a streetcar with seats removed to install a contraption for bike. He stated three bikes could be added, but four seats would be lost.
Roland Wong stated that is seats are removed to accommodate bicycles, many senior and/or disabled people, will lose seating.
Greg Riessen arrived at 4:40 p.m.
- Presentation, discussion and possible action regarding the proposed F-Line Streetcar Stop – Fort Mason Extension. (Darton Ito, Manager, Long Range & Capital Planning, Sustainable Streets)
Darton Ito stated that staff is working with the National Park Service (NPS) and their proposal of extending the F Line streetcar. Mr. Ito stated staff is preparing the environmental assessment on the project and that a draft environmental study is currently online. Staff and NPS have heard comments on the draft of the Environmental Impact Report (EIR) and are in the process of developing a response.
Mr. Ito stated that the extension of the F Line would continue down Jefferson Street, left on Leavenworth Street and a right on Beach Street, continue three blocks south of Hyde Street towards Van Ness Avenue and terminating at the Fort Mason center.
Mr. Ito stated that during the comment period, the impact of this project to street artists were raised, since there is a potential of losing 12 parking spaces and 12 street artists space.
Mr. Ito stated that NPS will release their final documents toward the end of the year and that the approval process would be in March 2012.
The SFMTA CAC recommends that the F-Line Fort Mason extension proposed stops on the block between Hyde and Larkin be moved one block away, either east or west, dependent on station spacing and good operating practices.

James Millard discussed the impacts to street artists and businesses in regards to the proposed station stop at Hyde & Beach Streets. Mr. Millard brought diagram drawings of proposed other location stops that can be beneficial to the neighborhood.
Howard Lazar stated that he has worked in the street artists program for over 39 years and the affects this project would have on the street artists.
Michael Addario showed a superimposed drawing to the Buena Vista and the affects the F-Line extension would cause to his business.
Brian Linwell discussed the distance of the project.
Tad Skye stated the City is one of the most beautiful cities and described the views that would be hampered by the project.
Cheryl Chan stated that the extension should be moved a block away and that the City will lose nothing if this happens.

- Mark Ballew would like to know who maintains and cleans the flat-panel screens in the stations.
- Dorris Vincent asked if push buttons at non-Nextbus stops will be replaced.
