About the SFMTA Board

In 1999 San Francisco voters passed Proposition E, which combined the Municipal Railway (Muni) and the Department of Parking and Traffic (DPT) into a new agency called the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA is governed by a 7-member Board of Directors appointed by the Mayor. The SFMTA Board has the authority to appoint the Executive Director, approve the budget, and set agency policy.

In addition to the Board of Directors, the SFMTA has a number of boards and committees that are authorized to facilitate agency governance regarding a host of critical transportation areas. Some of these entities are internal to the agency, with members who are SFMTA staff. Others are interagency committees staffed by the SFMTA and other City departments. There are also a number of citizen boards and committees designed to provide public input and involvement in the governance of the agency.

Many of the governing bodies of the agency are structured for the public’s involvement and participation. Please use this section of the website to learn more about how the SFMTA is governed and to explore where you might make a contribution to our ongoing efforts to improve transportation in the city and county of San Francisco.

Members of the SFMTA board are as follows:

Chairman James McCray, Jr. joined the SFMTA Board of Directors in early 2002 after having served on the Parking and Traffic Commission since 1997. In 2006, Rev. Dr. McCray was elected Chairman to the SFMTA Board of Directors.  Rev. Dr. McCray volunteers his time as Chaplain for the San Francisco Police and Fire Departments, and as a member and treasurer of the San Francisco Housing Development Corporation. He is a founding member of the Tabernacle Community Development Corporation, working to sustain affordable housing in the City by the Bay. Dr. McCray, a native San Franciscan, served as Senior Minister of the Jones Memorial United Methodist Church from 1982 until his retirement in 2008.  Chairman McCray is a regular Muni rider.

Vice Chairman Tom Nolan joined the SFMTA Board of Directors in 2006.  Mr. Nolan is the executive director of Project Open Hand.  Mr. Nolan was elected and served two full terms as a member of the San Mateo County Board of Supervisors. He is a former member of the Metropolitan Transportation Commission, the Sam Trans Board and the Caltrain Joint Powers Board.  Mr. Nolan has long been recognized as a champion of public transit and is a regular Muni rider.

Cameron Beach joined the Board of Directors on March 1, 2007.  He is also principal of Beach Consulting, a San Francisco based consulting firm. His career in transportation spans 44 years, including 25 years with the Sacramento Regional Transit District. He also worked for a class one railroad, private bus charter and leasing firm, and an airline. In addition, he has started up and managed local, suburban and intercity bus services as well as light rail and heritage streetcar operations.  His committee and board memberships include serving as Chair of California Operation Lifesaver, Past Chair of the American Public Transportation Association’s (APTA) Light Rail Committee and Vice Chair, APTA Committee on Public Safety, and Member of the APTA Alternate Fuels Committee, APTA Heritage Streetcar Subcommittee, and APTA Light Rail Transit Technical Forum.

Shirley Breyer Black has always used our system as her means of transportation in San Francisco so she has our riders and drivers interests at heart. Now retired, she was formerly president of the Service Employees International Union and served on the Commission on the Status of Women for many years.

Malcolm A. Heinicke joined the Board of Directors of the SFMTA in 2008. Malcolm is an attorney at Munger, Tolles & Olson in San Francisco. Prior to joining the SFMTA Board, Mr. Heinicke was a Commissioner on the San Francisco Taxicab Commission and served as Chair of the Taxicab Charter Reform Working Group.  Mr. Heinicke and his family live in San Francisco and regularly use Muni's light rail system as well as the City's taxicabs.  As a Taxicab Commissioner, Mr. Heinicke focused on neighborhood and peak time service issues, and he is focusing on these same issues as a member of the SFMTA Board.

Roberta Boomer, Secretary to the Board of Directors, joined Muni when it split from the Public Utilities Commission in 1994.  Until the Charter Reform measure in 1997, she represented Muni on the Planning Commission. Prior to that time she was the Legislative Aide to Supervisor Bill Maher for six years and focused on traffic, transit, planning and economic issues.  She came to city government in 1988 from the S.F. Chamber of Commerce where she created and directed their “Leadership San Francisco” program and coordinated the Chamber’s fund raising efforts.  She has a Bachelor’s degree in Psychology from Stanford University. 

Ms. Boomer is responsible for administering the affairs of the Board of Directors.  From 2001 through 2006, Ms. Boomer also served as Secretary to the Transbay Joint Powers Authority Board of Directors.  In 2001, she was responsible for the Muni-wide effort to host the American Public Transportation Association Annual Meeting and Roadeo for over 5,000 attendees.

The SFMTA oversees the following committees:

  • The Citizens Advisory Council (CAC) an advisory body to the SFMTA, provides recommendations to the Agency with respect to any matter within the jurisdiction of the Agency.
  • The SF Muni Improvement Corporation (SFMRIC) is a nonprofit public benefit corporation established in 1968 to provide financial assistance for the modernization of the San Francisco Municipal Railway by purchasing equipment and improving facilities.
  • The Muni Accessibility Advisory Committee (MAAC) is a group comprised of seniors, and persons with disabilities who regularly use Muni's services and provide input on accessibility-related Muni projects.
  • The Paratransit Coordinating Council (PCC) works with the SFMTA in planning and monitoring door-to-door van and taxi services for persons with disabilities.
  • Real Estate Committees are organized as needed to provide community input on specific real estate projects.

The San Francisco Board of Supervisors oversees the following related committee:

  • The Bicycle Advisory Committee meets to consider bicycle transportation projects and policies and to make recommendations to the Board of Supervisors, the Department of Parking and Traffic, and other City and County of San Francisco agencies. Their projects include oversight and facilitation of the five-year Bicycle Plan Update, improved transit access for bicycles, and funding for bicycle improvements to increase road safety.
  • The Pedestrian Safety Advisory Committee meets to consider pedestrian transportation projects and policies and to make recommendations to the Board of Supervisors, the Municipal Transportation Agency, the Citizens Advisory Committee of the Transportation Authority, and other City and County of San Francisco agencies. Their duties include supporting the development of a Pedestrian Master Plan, review and make recommendations on policies and programs related to pedestrian  improvements including, but not limited to, issues of safety, traffic calming, education, and sidewalk and crosswalk treatments.
