Minutes of November 16, 2006

Call to Order:

The meeting was called to order at 1:05PM.

Introductions:

Introductions were made in lieu of a roll call.

THE FOLLOWING ITEMS WERE CARRIED OVER FROM THE PREVIOUS MEETING’S AGENDA (10/19/06):

Muni NextBus Push-To-Talk Update
Jamie Osborne reported that on October 7th, 2006 a group of MAAC members and community members from the Rose Resnick Lighthouse for the Blind met to demonstrate a push button speaker system. The button and speaker are part of the Push-To-Talk pilot project and are currently installed at the 22- Filmore bus and J-Church light rail stop at the South East corner of Duboce and Church. Muni Accessible Services is currently testing the system and soliciting feedback from Muni riders with disabilities.

Mr. Osborne reported that the group from Lighthouse for the Blind responded favorably and indicated that the button was very helpful. They requested that the pilot project be implemented across the Muni system.

Currently, a sign with Braille characters is on order to increase the visibility of the push button and instruct Muni passengers on its operation.

Reading and approval of agenda:

The agenda was approved as presented.

Approval of the minutes of October 16, 2006 MAAC meeting:

Members approved the adoption of the October minutes with corrections.

Comments from the Chair:

MAAC Chair, Ed Evans indicated that he was concerned with incidences of cars and commercial vehicles double parking in bus zones. He saw this happening when he was on the line 38 bus. He wishes that MTA would find ways to alleviate problems created by commercial traffic in the city, such as limiting all deliveries to sunrise through sundown.

MAAC Recognition Award Ceremony (Ronald Reed):

Mr. Reed was presented with an award to recognize his service for riders with disabilities. Jeanne Lynch described her experiences with Mr. Reed and thanked him for a job well done.

Julie Kirschbaum, San Francisco County Transportation Authority: Bus Rapid Transit (BRT) Corridor Questions

Julie Kirschbaum answered MAAC members questions on the update of San Francisco’s Bus Rapid Transit Projects that she had provided during the previous MAAC meeting.

John Funghi / Albert Hoe, Update on Muni Central Subway Project

Mr. Funghi and Mr. Hoe discussed recent developments in Muni’s efforts to build a rail line connecting 4th and King Streets to SF’s Chinatown district. The rail line will follow an underground tunnel and will connect Moscone Center, Powell Street Station and Union Square. It is estimated that construciton will begin in 2010 and that the line will be completed in 2016.

Mr. Funghi and Mr. Hoe discussed issues ranging from funding sources to specific drilling equipment and procedures. They took questions from MAAC members and guests.

Nadisi Najib / Kymberlee Pittman / Anthony McFarland, T-Third Safety Education Outreach Presentation

Ms. Najib discussed MTA’s safety outreach efforts surrounding the upcoming launch of the T-Third Light Rail Line. She gave a presentation geared towards the needs of Seniors and People with Disabilities that MTA has developed to address safety issues. She solicited feedback from MAAC about the effectiveness of the presentation and answered questions from members and guests related to T-Third operational and safety issues.

Bruce Oka, MAAC Member Standards of Behavior

Bruce Oka spoke to the group about standards of behavior for committee members. He reported that committee members represent MTA and MAAC and that their behavior should remain professional when they attend MAAC functions or other public meetings. He received feedback from members and guests about appropriate ways to represent MAAC in public.

Mr. Oka sugested that improvements to member behavior and the MAAC meeting format may benefit MAAC membership and encourage increased community participation.

ADA Complaints:

Jamie Osborne presented a comparison of ADA complaint data from September and October for 2005 and 2006.

Nominations for MAAC Recognition Award:

Two nominations for MAAC Recognition Awards were submitted to the committee.

Public Comments:

There were no public comments.

Items for Next Agenda:

1.) Bruce Oka – The MAAC agenda should be limited to 10 priority items.

2.) Ed Evans – Would like to invite a representative from Muni Passenger Services to discuss ADA complaints

3.) It was suggested that the December 21, 2006 MAAC meeting be held at noon 12:00PM of 1:00PM and that a HOLIDAY POTLUCK PARTY commence at 1:00PM.

All present agreed to the change in MAAC timing and to the Potluck Party

Member’s Questions and Comments:

There were no member questions or comments.

Announcements:

Jeanne Lynch passed out an information leaflet that was created by the Senior Action Network (SAN) that decribed San Francisco’s Ellis Act. She announced that a new effort is being made to repeal the Ellis Act and wished that members would support a resolution in support of the effort.

Adjournment:

At 3:25PM, the meeting was adjourned. The next regularly scheduled meeting of Thursday, December 21st, 2006, at 12:00PM.
