ORDER OF BUSINESS

1. Call to Order

Vice Chairman Brinkman called the meeting to order at 1:04 p.m.

3. Announcement of prohibition of sound producing devices during the meeting.

Vice Chairman Brinkman announced that the ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at the meeting. He advised that any person responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices might be removed from the meeting. He also advised that cell phones that are set on “vibrate” cause microphone interference and requested that they be placed in the “off” position.

4. Approval of Minutes

On motion to approve the minutes of the January 17, 2012 Regular Meeting: unanimously approved (Bridges, Heinicke and Nolan – absent).

5. Communications

Board Secretary Boomer announced that the closed session was cancelled.

Director Reiskin present special recognition awards to Tyrone Julian, Robert Alonzo, John Catanach, Michael Ellis, Emmanuel Enriquez, John Michael Fernandez, Lawrence Lee, Steve Lin, Julius Navarro, Transit Division; Faris Salfiti, Resident Engineer, Capital Programs & Construction Division and Martha Gamble, Manager, School Crossing Guard Program, Sustainable Streets Division.

Director Heinicke arrived.

Director Reiskin also reported on the Carl and Cole track replacement project; L-Taraval switch replacement; the annual bicycle count report and the FTA’s issuance of a Letter of No Prejudice for the Central Subway project.

PUBLIC COMMENT:

Andy Thornley, SF Bike Coalition, stated that SFBC is working on how to make the streets safer. He expressed appreciation for the Sustainable Transport Award in recognition of SFpark and the creation of parklets. SFBC is supportive of “Free Muni for Youth” but funding is key so it doesn’t impact operations. It’s terrific to see bike usage increase.

Jane Martin, POWER, discussed the progress of the “Free Muni for Youth” program. They have a growing movement of youth and families. They have worked with the School District regarding youth responsibility and ownership. She expressed appreciation for SFMTA’s cooperation. They are trying to identify money and they want to be full partners in trying to fund this. POWER would like to meet with the Board members individually. She expressed hope that it would be an informational item on February 21.

Jaron Brown and Phimy Truong discussed actions taken by the Youth Commission. They played a video that show how the youth are supporting “Free Muni”. What excites so many of them is that it would be free. A cheaper pass doesn’t capture the same access to transportation nor to education.

Angelina Yu advocated for the consideration of free passes and not a reduced fare. Parents and students would still struggle if they had to pay a fare. Families can’t afford the fare every month.

Beatriz Herrera expressed support for the “Free Muni for Youth” campaign. The youth have taken ownership because there’s a real need in the community. What “free Muni” symbolizes is freedom and access to education.

Juana Tello, POWER expressed support for making Muni free for youth. Youth fear harassment when they get on the bus and don’t have enough money to pay the fare. It should be free and not reduced. There’s an overwhelming majority of support for making it free. Muni is the key to independence for youth and it means they don’t have to depend on their parents for the fare.

Yeashan Banks stated that youth give an overwhelmingly positive response to the idea that Muni could be free. It’s sad that an elementary school youth would fear getting shot at on Muni. Reducing the fare will not solve the problem because the fare could increase. It’s a hassle for the families to come up with the fare.

Mario Yedidia, Youth Commission, spoke about why a free pass rather than a reduced fare is important. Between 2009 and 2010 the price of the pass went from $10 to $20. The community shifted from the Youth Lifeline pass to free Muni. School bus service will all but be eliminated in 2015. 70% of public high school students depend on public transit to get to school.

Herbert Weiner spoke about the parking plan. This Board is prejudiced against drivers. Cars are part of traffic. The Board advocates for charging for parking citywide because they are shaking people down rather than cutting salaries or getting the money from big business. People shouldn’t be punished for driving. Everyone has to share in the burden so cyclists should pay.

Marc Solomon stated that he lives in the neighborhood where the parking plan is slated to go down. He expressed hope that a consensus solution could be found. “Free Muni” for youth is important. The SFMTA needs to create a culture of taking transit.

8. Citizens’ Advisory Council Report

Daniel Murphy, chairman, Citizen’s Advisory Council, presented the report.

9. Public Comment

Herbert Weiner stated that the SFMTA should pay riders. He noted difficulties with service on the 1 CA and 2 Clement lines in the last few weeks. Buses are missing or are bunched. The SFMTS shouldn’t make a “Transit First” passenger last. The SFMTA has to make the system efficient. Nobody is going to take a bus instead of a car because a bus constantly breaks down. The SFMTA policy isn’t about fixing the bus system, but is on fixing the passenger.

David Pilpel commented about the second car in the Metro. People try to take their bike on board the second vehicle especially at night. As long as there is a policy that prohibits bikes, the SFMTA needs to proactively manage compliance. It’s not easy to have a consistent message to passengers when someone brings a bike through a station at night. Other issues in the second car are that the car is not always open on the N-Judah and the head signs aren’t always correct.

Sue Vaughn discussed commuter, tour and charter buses that park in Muni bus stops. She discussed various instances when a private bus blocked Muni service. The Board should be concerned and should look at charging these buses or ticketing them. This is about economic and social justice.

Marc Solomon expressed support for market pricing for parking but noted that SFpark seems to want to price for parking availability. This will shift modes from transit to autos because parking is available which may delay transit in the long run. If the SFMTA doesn’t improve its’ standing as a reliable conservator of resources, it won’t get the two thirds’ approval needed for a ballot measure. The SFMTA needs to make sure resources dedicated to transit stay with transit.

Director Heinicke asked for a report on the status of tour and commuter buses.

(10.3) Authorizing the Director of Transportation to execute Contract No. CS-163-1, Insurance Brokerage Services for an Owner’s Controlled Insurance Program to provide Excess Liability Insurance for the Central Subway Project with Aon Risk Insurance Services West for a total amount not to exceed $9,808,750 and for a term of eight years. (Explanatory documents include a staff report, resolution, contract and financial plan.)

RESOLUTION 12-017

(10.4) Authorizing the Director of Transportation to execute the Agreement of Purchase and Sale for Real Estate with Zocalo Properties for 1508 Bancroft Avenue, Assessor’s Parcel No. Block 4849-017 for $7,875,000 prior to February 16, 2012 or $8,111,250 if Closing is beyond February 16, 2012. (Explanatory documents include a staff report, resolution and agreement.)

RESOLUTION 12-019

On motion to approve:

12. Supporting High-Speed Rail; urging the State of California to issue voter-approved Proposition 1A High Speed Rail Bonds as quickly as possible; supporting having the High-Speed Rail system terminate at the Transbay Transit Center; and supporting Caltrain electrification. (Explanatory documents include a calendar item, resolution and two slide presentations.)

Luis Zurinaga, SF Transportation Authority and Marian Lee, Caltrain, presented the report.

On motion to amend the resolution to endorse the current concept of the “Fast Start” program to expedite service increases to San Jose, the Peninsula and San Francisco:
