Availability of The Draft Supplemental Environmental Impact Statement/Supplemental Environmental Report (SEIS/SEIR) for the
Central Subway Project (Phase 2 of the Third Street Light Rail Project)

A Draft Supplemental Environmental Impact Statement/Supplemental Environmental Impact Report (SEIS/SEIR) has been prepared by the San Francisco Planning Department and the Federal Transit Administration (FTA) in connection with this project. If you have not received a copy of this document, the report (in either hard copy or on a CD-ROM), is available for public review and comment at the Planning Department offices at 1660 Mission Street, 1st Floor Planning Information Counter. It is also available online at www.sfmta.com/central. Materials referenced in the document along with the 1998 certified FEIS/FEIR are available for review by appointment at the Planning Department office, 1650 Mission Street, Suite 400. PROJECT DESCRIPTION: The Study Area includes a corridor along Third/Fourth Streets, Stockton Street and Columbus Avenue from Fourth/King (the terminus of Phase 1 of the Third Street Light Rail) to Jackson/Stockton Streets, with a construction related tunnel to Columbus Avenue/Union Street near Washington Park. The supplemental document focuses on changes to the Central Subway (Phase 2) portion of the Third Street Light Rail project that have occurred since the certification of the 1998 FEIS/FEIR.

The goal of project is to provide improved transit service from South of Market to Chinatown. Three alternatives are evaluated within the Study Area: a No-Project/Transportation Systems Management (TSM) Alternative; an Enhanced EIS/EIR Alternative with an alignment along Third, Fourth, and Harrison Streets, south of Market, a shallow subway tunnel under Market, Kearny, and Geary Streets as in the original 1998 FEIS/FEIR; and a Fourth/Stockton Street Alternative with a deep subway tunnel under Market Street with two design options. Stations would be located along the alignments to serve South of Market, the Convention Center, Market Street and Union Square and Chinatown.

The Planning Department determined that a Supplemental EIR would need to be prepared and would be combined with the federally required Supplemental EIS. A Notice of Preparation (NOP) was mailed on June 21, 2005 and a Scoping meeting was held on June 21, 2005. A second NOP was mailed September 20, 2006.

This Draft EIR found that implementation of the proposed Central Subway Project would result in significant unavoidable environmental effects related to:

Transportation: All alternatives would increase traffic congestion and delays on surface streets south of Market Street. For Alt. 1, the impacts would occur at the Third/King, Fourth/King, and Sixth/Brannan Street intersections. Alt. 2, impacts would occur at the Third/King and Sixth/Brannan intersections. For Alts. 3A and 3B, the impacts would be at the Third/King and Fourth/King intersections.

Population, Housing and Employment: Alternatives 2 and 3A would result in the displacement of 10 businesses and up to 2 housing units. Alternative 3B would result in the displacement of 8 businesses and 17 residential units.

Cultural Resources: Implementation of the any of the proposed build alternatives may affect archaeological deposits and would cause demolition of a contributing resource to the Chinatown historic district.

A public hearing on this Draft SEIR and other matters has been scheduled by the City Planning Commission for Thursday November 15, 2007, in Room 400, City Hall, 1 Dr. Carlton B. Goodlett Place, beginning at 1:30p.m. or later. (Call 415.558.6422 the week of the hearing for a recorded message giving a more specific time.)
