The American Public Transportation Association (APTA) has recently completed a study that says, “for every $1 Billion dollars spent on public transportation infrastructure development projects throughout the nation 30,000 employment opportunities are created in the public transit sector.”

With an anticipated budget of $1.57 billion the Central Subway Project is expected to create thousands of jobs throughout the life of the project and beyond. The process to develop the Central Subway mandates a number of professional service contracts to be executed to oversee several aspects of the development including: environmental impact study report, preliminary engineering, project management, construction management, final design, general construction, systems operations and others.

As an essential term of, and consideration for, any contract or property contract with the City & County of San Francisco, not exempted by the First Source Hiring Agreement (FSHA), the Contractor shall enter into a FSHA (“agreement”) with the City, on or before the effective date of the contract or property contract. In addition to developing a First Source Hiring Program all executed contracts over a certain dollar amount are required to participate in a Small Business Enterprise/Disadvantage Business Enterprise Program focusing on the project areas. The purpose is to create employment and job training opportunities to local individuals and contractors. The goal for SBE participation varies according to the type of project, availability of constructors and consultants.
