Shutdown of N Judah Metro Line
Weekends beginning Friday Feb. 24 through Monday April 2, 2012 and daily from Friday, May 25 through Monday, June 4

As construction on the Church & Duboce Track and Street Improvement Project continues and the Carl Street Rail Replacement Project starts, the San Francisco Municipal Transportation Agency (SFMTA), which operates Muni, has scheduled weekend construction to begin in February and continue for six consecutive weekends into mid-April 2012:
- Friday, February 24, from 7 p.m. until 5 a.m. Monday, February 27
- Friday, March 2, from 7 p.m. until 5 a.m. Monday, March 5
- Friday, March 9, from 7 p.m. until 5 a.m. Monday, March 12
- Friday, March 16, from 7 p.m. until 5 a.m. Monday, March 19
- Friday, March 23, from 7 p.m. until 5 a.m. Monday, March 26
- Friday, March 30, from 7 p.m. until 5 a.m. Monday, April 2
A longer stretch of construction is scheduled from Friday, May 25 until Monday, June 4.
During these construction periods the Muni N Judah Line will be shut down with substitute service provided by bus shuttles from Ocean Beach to Church Street. No N Line service will be operated in the Metro subway; however, supplemental rail service will be operated between the Castro Station and the Caltrain Station at 4th and King streets. During these construction phases Muni service adjustments will begin at 7 p.m. on Fridays and last until 5 a.m. on Mondays.
Residents, merchants and Muni customers can also expect street and bike lane closures and detours during the different phases of construction. Prior to each shutdown, the SFMTA will provide details about the work to take place including reroutes, detours, parking restrictions and Muni service adjustments.
Construction dates have been coordinated between both the Church & Duboce and Carl Street projects to minimize inconvenience to residents, businesses, Muni customers, motorists and bicyclists. Additional shutdown dates will be scheduled as the project progresses. Check back on this page for updates.
What to Expect During Construction Shutdowns:
- Construction crews and equipment will be on site working around the clock during construction
- Traffic control officers along with police officers will direct traffic at critical intersections
- Noise and dust will be controlled in adherence with City Codes
- Electronic messaging boards will be used in affected areas to alert motorists and cyclists of detours
- Access to local businesses, residences and driveways will be maintained
Project benefits include transit, infrastructure and streetscape enhancements such as: curb ramp upgrades, water and sewer improvements, pole replacements and improvement of Muni light rail service, safety and reliability.
The SFMTA will continue to provide project updates to residents, customers and merchants on an ongoing basis and prior to each individual phase of construction.

Partial Muni Service Shutdowns, Substitute Bus Shuttles, Street and Bike Lane Closures, Detours

The San Francisco Municipal Transportation Agency (SFMTA), which operates Muni, will be conducting weekend track improvement work at the intersection of Church/Market streets from 7 p.m. Friday, Jan. 27, to 5 a.m. Monday, Jan. 30, as part of the ongoing Church & Duboce Track and Street Improvement Project. As a result, there will be partial shutdowns of the J Church and F Market & Wharves lines and reroutes of the 22 Fillmore, 37 Corbett and N Owl.
The construction will require the closure of westbound Market Street at Church Street to through traffic (autos and bicyclists); eastbound Market Street will remain open, though slowdowns are expected through the construction site. At the intersection of Church & Market streets, both directions of Church Street will be closed to through traffic. Eastbound 14th Street will also be closed to through traffic at Church Street during the construction period. Westbound Market Street will be closed to bicyclists at Buchanan Street.

Changes to the J Church Line:
- Regular rail service on the J Church Line will only operate between Balboa Park BART Station and Church/Market streets as shown on Map 3, PDF.
- J Church customers can transfer at Church/Market streets between regular J service on the street and Metro subway service provided by the K, L, M, and T lines between Church Street Station and Embarcadero Station.
- There will be no J Church rail service in the Muni Metro subway; however “S Shuttle” trains will provide supplemental service between the Embarcadero and Castro Street stations.

Changes to the F Market & Wharves Line:
- Regular F Line historic streetcar rail service will operate between Fisherman’s Wharf and 9th and Market streets only.
- Bus shuttle service is provided in both directions between Castro Street and the Ferry Plaza

- The inbound Market/Church island stop will be moved to the curb.
- The outbound F will detour via Dolores and 16th Streets.

22 Fillmore Reroute:
- 22 Fillmore service to Third/20th streets and to the Marina will be rerouted as shown on Map 3, PDF.
- Customers wishing to transfer to the Metro subway should disembark at Sanchez/15th/Market and use the Church Street Station.
- The eastbound Church /16th Street island stop will be relocated to the southwest corner of Church and 16th streets.

Upcoming Track Work:
The next phase of weekend track work will begin in mid-February and continue for six weekends through March 2012. This phase of work will only affect the N Judah Line. More information will be provided as soon as the construction schedule is finalized.
Future J and N Line Shutdowns:
The Church & Duboce Track and Street Improvement Project will require multiple partial rail service shutdowns and substitute bus shuttle service on the J Church and N Judah Muni Metro Lines and reroutes of local Muni bus service during the construction period that ends in 2013. In addition to the individual line shutdowns on weekends only, there will be a multiple-day, partial shutdown of both the J and N lines beginning May 25. Work will begin at 8 p.m. on Friday, May 25 and end at 5 a.m. on Monday, June 4, during which time the curved track at the intersection of Church/ Duboce streets will be replaced. Residents and merchants can also expect street and bike lane closures and detours during various phases of the construction. The SFMTA will continue to provide project updates to residents, customers and merchants on an ongoing basis.

Working with the community to improve your Muni system and neighborhood quality of life

Project Description
In an effort to maintain and improve your Muni light rail service, the San Francisco Municipal Transportation Agency (SFMTA), which operates Muni, will begin replacing and improving a portion of the rail system for the N Judah and J Church lines starting in spring 2011. Construction is expected to continue for approximately 18 to 24 months.
The main scope of the project is to replace Muni track along Duboce Avenue from Noe Street to Church Street, including partial storage tracks on Duboce Avenue outside of the Duboce portal, and along Church Street between Duboce Avenue and Market Street including the rail crossings on Market Street. The project will also replace and upgrade the Overhead Contact System, which powers the trains, and all of its essential components and replace the existing track switch control and signal system. This is another major reinvestment of your tax dollars to improve your Muni system.
In addition, underground utility work, including water and sewer improvements, will take place.
Before track work begins, a temporary crossover and a temporary platform for customers with disabilities will be constructed on Church Street, south of Market Street, on a weekend in fall 2011. Some parking spaces in the immediate area will be unavailable during the construction period.

City And Community Support
A collaborative effort between various City agencies and local community groups, the Church & Duboce Track and Street Improvement Project is part of the SFMTA’s ongoing Capital Improvement Program, established to ensure a safer, more reliable transportation network for you by replacing worn infrastructure components nearing the end of their useful life.

With the incorporation of community-based input and inter-agency support from the San Francisco Public Utilities Commission, Department of Public Works, City Planning Department, San Francisco Arts Commission and the San Francisco County Transportation Authority, this coordinated joint venture will serve as a model for future capital projects. By integrating infrastructure and streetscape enhancements along with Better Streets policies, the Church & Duboce Track & Street Improvement Project will create a safer, more attractive, multimodal neighborhood environment.
The Duboce Triangle Neighborhood Association, the Wigg Party and the Castro/Upper Market Community Benefits District provided valuable input on this project. Working cooperatively with these community groups and sister City agencies, the SFMTA was able to coordinate additional resources that will improve the quality of life in your neighborhood.

Project Benefits
The project will revitalize your Muni system by upgrading Muni tracks and essential systems and provide numerous streetscape and infrastructure improvements to your neighborhood. Streetscape improvements resulting from this project include:
- Sidewalk extensions and special street paving treatments
- Widened and beautified boarding islands with special paving treatments
- Installation of new transit shelters with NextMuni electronic signs on boarding islands
- Painted poles and decorative streetlight fixtures
- A new, dedicated bike lane on Duboce between Church and Fillmore streets
- A new crosswalk along westbound Market Street at Church and 14th streets
- New seating, plantings and public art
- Infrastructure improvements include:
- Curb ramp upgrades
- Water and sewer improvements
- Streetlight replacement

What to Expect
While the SFMTA Capital Improvement Program is designed to keep all elements of the transportation network in a state of good repair and safe operation, we are aware that there will be inconveniences to you and your neighbors during construction such as:
- Construction dust and noise
- Weekend work
- Presence of construction equipment and crews
- Periodic traffic lane closures
- Traffic detours
- Temporary removal of some street parking
- Slower traffic
- N Line, J Line, F Line and 22 Fillmore Route bus shuttle substitutions
- Rail to bus shuttle transfers necessary for some destinations on J and N lines
- Increased traffic on side streets
- Longer transit travel times and some stop changes
- Temporary closure of bike lanes
To minimize these inconveniences, the SFMTA is implementing a series of measures including:
- Working weekend days as well as weekdays to minimize Muni service disruption
- Maintaining peak-hour Muni Metro service levels
- Providing substitute bus service in construction areas
- Using multiple crews to finish construction as quickly as possible
- Providing Traffic Control Officers to maintain traffic flow
- Adhering to City codes to minimize dust and noise
- Providing SFMTA Customer Ambassadors in orange caps and vests to advise customers about substitute bus service and trip planning
- Posting signs directing customers to transfer points between rail and bus service; steering customers from restricted parking areas and directing them to nearby available parking; and advising customers to businesses that are open and accessible during the construction window
- Ensuring that local access is available at all times
How will construction affect local traffic?
During the construction period, there will be traffic detours around the construction work. In addition, some street parking will be restricted during construction hours. Signage will be posted to alert motorists. Local access will be granted and local businesses will remain open.
Will my Muni service be affected?
Muni service along Duboce Avenue and Church Street will continue for the duration of the reconstruction period; however, service on the J Line, N Line, F Line and 22 Fillmore bus route may be supplemented or substituted with shuttle bus service for limited durations.
In addition, some major shutdowns to the J and N lines and the 22 Fillmore will occur. These include:
- Weekend shutdowns for the J and F lines and 22 Fillmore Route starting in fall 2011
- Weekend shutdowns for the N Judah Line starting in spring 2012
- One nine-day shutdown for the N Judah and J Church lines and 22 Fillmore bus route in early summer 2012
