CONSTRUCTION UPDATE FOR RESIDENTS AND NEIGHBORS
St. Francis Circle Rail Replacement Project Update
Improved underground drainage at West Portal & 15th avenues
The San Francisco Municipal Transportation Agency (SFMTA) reminds you that underground drainage work is set to begin June 13 and last approximately two weeks to complete. This final piece of work is needed to resolve a drainage issue that arose this winter at West Portal and 15th avenues related to the track installed during last summer’s St. Francis Circle Rail Replacement Project.
What to expect:
- Trenching of a section of 15th Avenue from curb to curb from northwest of West Portal to the Department of Public Works manhole
- Westbound lane closure of West Portal Ave. from 15th Ave. to Sloat Blvd. from 8 a.m. to 4:30 p.m., weekdays only.
- Restricted access for a small number of parking spaces
- Flaggers on site to monitor and assist with traffic flow
- Local access to all businesses and residences will be granted
- Repaving of trenched areas
- Construction dust and noise
Traffic Impacts
The following street closure will be required from 8 a.m. to 4:30 p.m., each construction day:
Westbound West Portal Avenue from 15th Avenue to Sloat Boulevard
Through traffic on West Portal Avenue will detour south on 15th Avenue to Portola Drive and back to Sloat Boulevard. Local access for businesses and residents on West Portal Avenue will be maintained.

Improved underground drainage at West Portal & 15th Ave.
The SFMTA is preparing for a final piece of work which needs to be performed to resolve a drainage issue that arose this winter at West Portal and 15th related to the new track installed during the St. Francis Circle Rail Replacement Project.
The installation of the track underground drainage work is being planned for mid-June and is expected to take approximately two weeks to complete.
What to expect:
- A section of 15th Avenue from curb to curb from northwest of West Portal to the DPW manhole will be trenched.
- Areas trenched will be repaved by the SFMTA.
- Construction dust and noise
- Small number of parking spaces inaccessible
- Flaggers on site to monitor and assist with traffic flow
- Local access will be granted

Construction Update: Pole Relocation Work March 8 through 11
We are pleased to report that finishing touches have been put on the island and cross walk on West Portal Avenue. In addition, as part of the work that began mid-January, the new shelter was installed and corresponding bus stop has been reinstated.
As shared in previous communications, follow up work to the heavy construction last year on the SFMTA’s St. Francis Circle Rail Replacement Project will continue.
The next item on the list of work to be completed is required to meet an accessibility mandate for people with disabilities. Specifically, a pedestrian signal pole at St. Francis Circle will be relocated from the southeast side further northeast, near the pedestrian pass-through on the boarding island.
This work is scheduled to take place March 8 through 11.*
What to expect:
- A lane closure on the southbound lane of Portola onto Sloat near the opening of St. Francis Circle between the hours of 9 a.m. and 3 p.m. on March 8, 9 and 10.
- Demolition of the area around the pole to be relocated
- Removal of debris
- Pouring of concrete
- Some noise
- Flaggers on site to monitor and assist with traffic flow
- No parking removal
- Muni rail service will not be affected; however, there will be a slight reroute of the Muni 17 Parkmerced Route around the construction.

Construction Update:
Modification of Island and Crosswalk on West Portal Ave. Begins Jan. 18
Construction schedule may change due to weather or unexpected conditions.
As part of the follow up and continued work which is a component of the SFMTA’s St. Francis Circle Rail Replacement Project, construction will take place to modify the island, crosswalk, curb ramps and roadway on the southbound lane of West Portal Avenue near Sloat Boulevard. This work entails the demolition and reconstruction of the crosswalk and ramp, leveling to curb level and installing a new transit shelter. Modifications to the traffic signal at St. Francis Blvd. will also be performed.
Construction is scheduled for approximately eight weeks beginning January 18. Construction hours are scheduled from 7:30 a.m. to 5 p.m., Monday through Friday with occasional work on Saturdays. This work will affect traffic going westbound from West Portal Avenue to Sloat Boulevard. Local access at 15th Avenue and West Portal Avenue will be maintained. Staff will be on hand to flag, monitor and assist with traffic flow at West Portal and 15th avenues. Parking will not be affected.
The immediate area may experience temporary daytime impacts such as noise, dust and short-term lane closures. Muni rail and bus service will not be affected by this work.
St. Francis Circle Rail Replacement Project Major Construction Concluded
K and M Line Rail Service Returns September 4
Major construction on the St. Francis Circle Rail Replacement Project, an important part of the SFMTA’s Capital Investment Program to improve your Muni, was completed September 4, 2010. This important project was put forth to repair, renew and revitalize the existing system infrastructure in the St. Francis Circle area. Muni rail service on both the K Ingleside and M Ocean View lines has been fully restored to previous service levels before construction began on May 17.
Revitalizing Your Muni System
Muni customers, pedestrians, bicyclists and motorists will now enjoy numerous benefits as a result of the St. Francis Circle Rail Replacement Project. These benefits include:
- New Muni tracks for a safer, smoother ride
- Street base repairs and new asphalt pavement
- New Muni signals
- New traffic signals
- Improved lighting
- Improved low-level Muni boarding islands featuring easy access platforms for customers with disabilities
- Improved pedestrian islands for added customer safety
- New crosswalks and smoother sidewalk surfaces
- Improved storm sewer system and updated curb ramps constructed in conjunction with the Department of Public Works

The goal of the SFMTA’s Capital Investment Program is to maintain all elements of the City’s transportation network in a state of good repair and safe operation today and for future generations.
Past updates
St. Francis Circle Construction Update: Temporary Crossover on West Portal Ave. to be removed August 29 as project concludes
The St. Francis Circle Rail Replacement Project will be completed by Sept. 4, 2010. As part of the project conclusion, the temporary rail crossover on West Portal Avenue between 14th and 15th avenues will be removed on Sunday, Aug. 29, 2010.
The construction to remove the crossover will take place from 7a.m. until 3p.m. on Sunday, Aug. 29, 2010.
As a result, there will be some temporary removal of parking 6 a.m. to 9 p.m. on Aug. 29 only:
- On both sides of the 300 Block of West Portal Avenue between 14th and 15th avenues. Approximately 12 parking spaces will be taken out of service.
- On Ulloa Street, from the southeast corner of West Portal Avenue and Ulloa for 60 feet, in front of the Squat & Gobble restaurant, due to a temporary shuttle bus stop.
In addition, on Aug. 29 only, a special shuttle bus service will operate on northbound West Portal between 14th Ave. and Ulloa from 6 a.m. until 9 p.m. and provide connecting service between West Portal and 14th Ave and West Portal Station.
St. Francis Circle Construction Update: Expect Weekend Work and Slow Traffic Due to Lane Closures
Street repairs have been scheduled that will require additional lane closures in the area around St. Francis Circle, Sunday, July 18 through Tuesday, July 20. The temporary lane closures will impact local traffic. SFPD will be on site to direct traffic.
On Sunday July 18 from 6 p.m. to Monday at 7 a.m., northbound West Portal Avenue at St. Francis Circle will be closed to vehicular traffic. As an alternate route, motorists can turn left onto West Portal Avenue at 14th Avenue from Portola.
Occasional night time noise will be heard during demolition from the construction at this location.
On Monday July 19 from 7 a.m. to 7 p.m., one lane in each direction on Portola at the St. Francis Circle intersection will be closed while through traffic is allowed.
On Tuesday from 7 a.m. to 7 p.m., one northbound lane on Portola at St. Francis Circle will be closed while through traffic is allowed.
The 23 Monterey Muni bus route will be affected from 7 a.m. Monday through the end of service Wednesday.
Work is expected to be completed by late Tuesday. If the work is delayed, however, and continues through Wednesday, the lane closure would follow the Tuesday configuration.
Further street repairs will continue in the same area from Friday, July 23 to Wednesday, July 28; however it will not impact the traffic much since most of the work will occur within confined construction areas. Another construction update regarding the work for that week will be issued once details are finalized.
Neighborhood Meeting
Supervisor Sean Elsbernd and the San Francisco Municipal Transportation Agency (SFMTA), which operates your Muni system, invite West Portal merchants and other business people to an information exchange about the construction underway on the St. Francis Circle Rail Replacement Project.
At the meeting merchants will be presented with the latest updates regarding construction hours, traffic planning, detours and parking as well as review outreach and mitigation efforts taken to minimize inconveniences.

The St. Francis Circle Rail Replacement Project is part of the San Francisco Municipal Transportation Agency's (SFMTA) Capital Improvement Program that is aimed at repairing, renewing and replacing vital infrastructure, transit vehicles and systems to protect your investment in the City’s surface transportation network. Please see map for project area. The project includes:
- New Muni tracks for a smoother ride
- Street base repairs and new asphalt pavement
- New Muni signals and traffic signal system
- Low level Muni boarding islands including platforms for customers with disabilities
- Improved storm sewer system and curb ramps in coordination with the Department of Public Works
- Improved pedestrian island
- New crosswalks
- Smoother sidewalk surfaces
The replacement of Muni tracks and other improvements at St. Francis Circle is scheduled to start on Monday, May 17 and end in late summer.
While the SFMTA Capital Improvement Program is designed to keep all elements of the transportation network in a state of good repair and safe operation, we know that there will be inconveniences during construction such as:
- Construction dust and noise
- The presence of construction equipment and crews
- Periodic traffic lane closures
- Traffic detours
- Temporary removal of some street parking
- Slower traffic
- Substitute K Ingleside and M Ocean View buses operating on residential streets
- Rail-bus transfers needed to reach some destinations on the K and M lines
- Increased traffic on side streets
- Longer transit travel times and some stop changes
To minimize these inconveniences, the SFMTA is implementing a series of measures including:
- Working seven days a week to finish construction as quickly as possible
- Only working from 7 a.m. to 9 p.m. Monday through Friday and
8 a.m. to 9 p.m. on weekends, so that there will not be any activity overnight
- Providing Traffic Control Officers to keep traffic flowing
- Fielding SFMTA Customer Ambassadors in orange caps and vests to advise Muni customers about substitute bus service and to assist with trip planning
- Posting signs to direct Muni customers and others to:
- Transfer points between rail and bus services
- Restricted parking spaces and nearby locations where parking is available
- Local businesses that are open and accessible during the construction period
- Maintaining service in the Muni Metro subway at current levels during peak commuting hours
- Taking precautions, in accordance with City codes, to keep noise and dust to a minimum
- Providing a Web site exclusively devoted to the St. Francis Circle Project to get overall project information and updates and to register comments and questions
Muni Substitute Bus Service during Construction
Beginning Monday, May 17 Muni rail service on the K Ingleside and M Ocean View lines will be suspended for the duration of construction over the summer. Specifically:
- Service on the entire M Ocean View rail line will be suspended during the construction period.
- Service on the K Ingleside rail line between 14th Avenue and Balboa Park BART/Muni Station will also be suspended. The K Line will continue to provide service between West Portal Station, Downtown and Sunnydale as the T Line and return to West Portal Station as the K Line.
- Muni service between West Portal Station and Balboa Park Station will be provided by substitute buses that will be routed around the construction area. Customers will need to transfer between rail and bus at West Portal Station.
- Substitute K Ingleside and M Ocean View bus service will operate from the West Portal Muni Station to the Balboa Park BART/Muni Station. Most rail stops will be served by the substitute buses. Select stops will be moved to accommodate construction. Please see “Muni Service at a Glance” for specific locations. Some temporary stops will also be established for customer convenience, including stops at Lakeside Village and Stern Grove.
Accessible Service during Construction
During the St. Francis Circle Rail Replacement Project all substitute bus stops that are adjacent to Muni Metro Accessible Platforms will be available to persons needing a wheelchair lift, except for the St. Francis Circle stop which will be under construction. Many additional substitute bus stops will also be accessible to Muni customers who need to use the wheelchair lifts or ramps for boarding.
