- More frequent service would shorten wait times and reduce crowding
- Revised freeway access would provide stronger connection with 44-line at Silver and improve northbound travel time (southbound travel time would be slightly longer)
- Segment north of Broadway would be eliminated (replaced by 11-Downtown Connector)
- To improve route legibility, service would run two way on Visitacion Ave. and would be removed from Arleta Ave. & Rutland St.
