Phelan Loop Project and Ocean Avenue Public Plaza

Reconfigured Phelan Loop Terminal to Open May 6th
Stop Changes on 49 Van Ness/Mission & 8X/8BX Bayshore Expresses

Dear Muni Customer:

Effective Monday, May 6, the SFMTA will open the new Phelan Loop for bus traffic. This means a change in bus stop locations for the 49 Van Ness/Mission, and the 8X/8BX Bayshore Express lines at or adjacent to the existing bus loop.

The changes are as follows:

  • The existing stop for the 49 Van Ness/Mission, where the old Phelan loop meets Lee Ave. will be discontinued. The new stop is at a boarding island inside the new loop, adjacent to Phelan Ave. 

 

  • The stop for the 8X/BX and 49 lines currently on the south side of Ocean Ave. near Geneva Ave. will be discontinued, and replaced by a stop on the south sidewalk of the new loop, adjacent to Phelan Ave. 

All other Muni stops in the area for the 29 Sunset, K Ingleside, 91-Owl, and 43 Masonic lines will remain the same.

Construction Update - April 29, 2013

Construction work will close the existing Phelan Loop Terminal on Saturday, May 4 and Sunday, May 5 due to overhead line work that will take place to prepare the newly configured loop for its opening to service on Monday, May 6.

  • The 8X Bayshore Express and 49 Van Ness/Mission will both be rerouted around the work.
  • The 49 Van Ness/Mission will also require shuttle service for the portion of the line between Ocean & Mission and the Phelan Loop Bus Terminal area.

Construction Update - April 25, 2013

Construction and paving work will close the Phelan Loop Terminal Saturday, April 27 through Sunday, April 28. The Terminal will reopen at 5 a.m. on Monday, April 29.

Neighbors and surrounding businesses are advised that there will be dust and noise during construction generated from the grinding and paving equipment as well as from generators. The majority of the noise will take place on Saturday, April 26 from 5 a.m. and 8 a.m. The contractor has secured a noise permit from the City.

We realize that this will be an inconvenience and thank you for your patience as we work through the final construction phases of the new phelan loop. Traffic control officers and flaggers will be on site to provide assistance with traffic.  

The 8X Bayshore Express and 49 Van Ness/Mission will both be rerouted around the work. The 49 Van Ness/Mission will also require shuttle service for the portion of the line between Ocean & Mission and the Phelan Loop Bus Terminal area.

Construction Update - April 1, 2013

Sewer construction work will close the Phelan Loop Terminal from 1 a.m. to 5 a.m. beginning on Tuesday, April 2, through Friday, April 5.

Please expect construction dust and noise including generator and construction equipment beeping during the installation of sewer line connections.

The 8X Bayshore Express will be rerouted around the work. The 49 Van Ness-Mission is not affected.

Construction Update - March 28, 2013

Sewer and manhole construction work will take place near Phelan Loop from 7 a.m. to 7 p.m. daily beginning Thursday, March 28 until Tuesday, April 2, 2013 EXCEPT for Sunday, March 31, 2013. Please expect construction dust and some noise as there will be a short period of jackhammering and saw cutting to remove pavement.

There are no changes to the 49 Van Ness Mission stop and traffic control officers will be on site to provide assistance.

Construction Update - February 28, 2013

Phelan Loop Development:

Construction for the Phelan Loop development portion of the project began in February and is quickly progressing, with much of the site work demolition and grading completed.

Construction has also commenced on the new sound walls between the loop and SFFD Firehouse #15 and loop sidewalk curbs and gutters.

The public metered parking spaces in the adjacent parking lot on Ocean Avenue are now permanently closed. There is an additional proposed removal of 10 on-street parking spaces on Phelan Avenue that will go to public hearing in March for consideration.

Looking ahead: There will be three instances where service would be impacted on the K Ingleside, 49 Van Ness-Mission and 8X/8BX Bayshore Express lines. The impacts would include alternative service such as bus shuttles and reroutes in the vicinity of the loop. The weekend impacts to the 8X/8BX and 49 will be required in order to complete work on the overhead lines, for excavation and paving of the old loop and the newly configured loop, and a one night impact on the 49 and K lines so that overhead work (cut-in overhead on Ocean Ave. at Lee St.) can be facilitated.

Project Overview

The Phelan Loop development project and the Ocean Avenue public plaza project are both key components of the Balboa Park Station Area Plan. The plan was the result of over 10 years of a neighborhood-driven planning process that culminated in the approval of the plan by the Board of Supervisors on December 4, 2008. These projects will:

  • revitalize the north side of Ocean Avenue between Phelan and Lee avenues without displacing any existing residents or businesses,
  • improve access to transit, and
  • link Ocean Avenue via a public plaza to an expanded City College campus west of Phelan Avenue.

Phelan Loop development: The project will replace the existing Phelan bus loop by building a new bus loop for Muni routes 49 Mission-Van Ness and 8X/8BX Bayshore Express. The new loop will utilize part of the existing loop but also include underutilized public land north of Fire Station 15, with buses exiting onto southbound Phelan Avenue. The new loop will have all new boarding islands, bus shelters, passenger information, sidewalks, lighting and landscaping. The project will also make pedestrian safety improvements to the complex Phelan and Ocean Avenue intersection, as well as make upgrades to the Fire Station and build a new restroom for Muni bus operators.

Public Plaza: This public plaza will be a 210-by-65-foot public open space just west of the Phelan Loop. The space will be mostly hardscape, with trees, plants, seating and pedestrian level lighting interspersed throughout. This space will serve as an attractive pedestrian link between Muni’s K Line stops on Ocean Avenue to its south, the expanded City College campus to its north and the new Phelan Loop bus terminal. The plaza could also serve as a venue for community or college events such as performances and festivals and possibly a farmers market. The plaza will serve as the front door of a new mixed-use affordable-housing development to its west and a location for outdoor seating adjacent to a café on the ground floor of the mixed-use development.
