The Excelsior Draft Traffic Calming Plan
The Community Working Group have been working together with SFMTA Staff over the last year to create a draft Traffic Calming Plan that would address the community's concerns that were expressed at the October 2005 Kick-Off Meeting. In addition, we looked at the survey results that were mailed to us to gauge what areas have the most need for traffic calming. Together, a draft plan was drawn up and presented at the September 9, 2006 community meeting. There was general concensus on the plan at the meeting. A few modifications may still be made, but for most part, the Excelsior Draft Traffic Calming Plan has been approved by the SFMTA Board. The first phase of construction started in June 2007. Phase 1: Speed humps. The speed humps have been approved at the MTA Board on May 15, 2007. Speed humps have now been constructed with installations on Madrid Street (Avalon-Peru and (Persia-Russia) and Athens Street (France-Italy) completed. Next up is Lisbon Street between Avalon and Peru Avenues. The Moscow Street speed cushions will not be installed until PG&E construction is finished.
UPDATE (9/01/07): We recently inspected the speed humps that were recently constructed, and found that the humps in the Excelsior were somewhat higher than the standard City design. As a result, DPW crews will be replacing these speed humps per the proper specifications.
Please note that the standard height and design of the speed hump was crafted to be in line with national guidelines and thorough testing and consulting with the Fire Department and Police Department and other members of the community at large for whom the speed humps pose some impacts. They are still designed to accomplish a reduction in speeds but with these factors taken into account.

Project Time Line
The initial Kick-off meeting occurred in October 2005. SFMTA staff and Community Working Group have developed a traffic calming scenario for the neighborhood. The attendees at the last public meeting reach consensus on the scenario and the SFMTA Board has approved of the project. We are anticipating that the necessary legislative, engineering and Phase 1 implementation phases started by mid-2007.
