Project Information
Local residents have expressed their concerns regarding speeding and discomfort for pedestrians crossing Ortega Street between 24th and 28th Avenues. The Traffic Calming Program monitored traffic conditions for this stretch of Ortega Street and accepted the location for traffic calming. At the time of the first community meeting, the SFMTA had money that could be used specifically for a traffic circle. A process to install a traffic circle at 26th and Ortega Street began but was eventually put on hold. At this time, a new funding source has been identified to allow more flexibility in the types of traffic calming measures that can be used on this stretch of Ortega Street and a meeting was held to work with the community to create a traffic calming plan supported by residents.
Also, as part of a separate Safe Routes to School project for A.P. Giannini Middle School and Sunset Elementary School, bicycle lanes are proposed for Ortega Street between 20th Avenue and the Great Highway. While funding conditions required the proposal go to a public hearing on April 27, 2012, plans for the bike lanes are on hold until the traffic calming plan is finalized. The bike lanes would not go in before the summer of 2013 – after any approved traffic calming measures are constructed.
Project Meetings
The SFMTA met with the community on the evening of November 9, 2011 to discuss traffic conditions on Ortega Street. This meeting began the process to install a traffic circle at 26th Avenue and Ortega Street. That process was put on hold and another community meeting was scheduled to rethink traffic calming ideas for Ortega Street between 24th and 28th Avenues.
On May 9, 2012, the SFMTA and community met again to consider additional traffic calming measures for Ortega Street. Please click to view the Ortega Presentation 5-9-12 (pdf). At the end of the meeting, residents marked up maps with different traffic calming measures and created a plan that was supported by those at the meeting. The plan created by the residents includes mid-block speed humps on each of the four blocks, pedestrian islands on the west leg of 25th, 26th, and 27th Avenues with ‘Yield to Pedestrian’ signs, continental crosswalks, and red curbs to increase visibility at the intersections. Traffic circles will no longer be considered for this stretch of Ortega Street. Please click to view the community's traffic calming plan (pdf).
Next Steps
The SFMTA will work to put together a budget and schedule for the proposed changes. The speed humps will undergo a balloting process of residents with frontages on Ortega Street, and if approved, will go to a public hearing. The crosswalks, signs, and pedestrian islands do not require balloting or a legislation process. Residents on the project email list (email Dan.Provence@sfmta.com to be on the list) will be kept up to date on the schedule for these items. The red zones to improve visibility will go through the public hearing process that will include notification of residents on the email list and postings in the neighborhood. It is anticipated that changes should be constructed by the end of 2012.
