The Northeast Mission District is one of San Francisco’s most dynamic and diverse neighborhoods, with a varied mix of uses and activities – commercial, industrial, residential, and recreational. Parking is already a challenge, and it’s going to become more challenging, with a new city park replacing half of the parking lot on 17th Street at Folsom Street and hundreds of new units of housing approved for construction in the neighborhood.

As part of the approval process for the new park, the San Francisco Recreation and Park Department and the SF Planning Department conducted stakeholder outreach and incorporated the feedback into the final proposal. A major concern of stakeholders was the loss of parking resulting from the project; to address this concern, the San Francisco Municipal Transportation Agency (SFMTA) was asked to develop a proposal to better manage parking demand in the neighborhood.

 

The goals of this parking management plan are to:

  • Manage parking demand in the 17th and Folsom area to achieve a minimum level of parking availability in the neighborhood
  • Improve access to the park and neighborhood for visitors and residents
  • Ensure that neighborhood businesses have the parking availability they need to thrive
  • Make it easier for residents to find parking near where they live
  • Avoid increasing traffic congestion in the neighborhood and encourage the use of transit, walking, and biking when possible

The Northeast Mission study area extends approximately one quarter mile in each direction from the new park at 17th and Folsom Streets. See the map below for a visual description of the study area (click the map to see a larger-scale PDF of the study area):
