Update

The St. Francis Circle project is completed. Normal rail service has been restored between West Portal Station and Balboa Park Station.

About

The San Francisco Municipal Transportation Agency's St. Francis Circle Rail Replacement Project will affect parking and traffic in West Portal. The replacement of Muni tracks and other improvements at St. Francis Circle were scheduled to start on Monday, May 17 and conclude in late summer.

While the SFMTA Capital Improvement Program is designed to keep all elements of the transportation network in a state of good repair and safe operation, we know that there will be inconveniences during construction such as:

  • Construction dust and noise
  • The presence of construction equipment and crews
  • Periodic traffic lane closures
  • Traffic detours
  • Slower traffic
  • Increased traffic on side streets

To minimize these inconveniences, the SFMTA is implementing a series of measures including:

  • Proceeding with work seven days a week to finish construction as quickly as possible
  • Only working from 7 a.m. to 9 p.m. Monday through Friday and
    8 a.m. to 9 p.m. on weekends, so that there will not be any activity overnight
  • Providing Traffic Control Officers to keep traffic flowing

Construction - Phase I

Construction begins May 17 and runs approximately 2 weeks. A dedicated police officer is to be present.

  • Sloat (Eastbound) – From four to three lanes (one lane closed)
  • Sloat (Westbound) – Maintain existing lane configuration
  • Junipero Serra (Southbound) – Maintain existing lane configuration
  • Junipero Serra (Northbound) – From four to three lanes (one left turn lane closed)
  • West Portal (North/Southbound):
    • May 17 and 18: Vehicles going to Sloat Boulevard from southbound West Portal will be detoured on 15th Avenue to Portola Drive. Local access will be provided.
    • May 19 to end of Phase I: Maintain existing lane configuration
  • Portola (North/Southbound) – Maintain existing lane configuration

Construction - Phase II

Construction begins approximately June 1 and runs approximately. 2 months. A dedicated police officer is to be present.

  • Sloat (Eastbound) – From four to two lanes (two lanes closed)
  • Sloat (Westbound) – Maintain existing lane configuration
  • Junipero Serra (North/Southbound) – Maintain existing lane configuration
  • West Portal (North/Southbound):
    • June 5 through 12, Monday through Saturday, 8 a.m. to 5 p.m. each day: Closed between 15th and Sloat in both directions
    • Otherwise, maintain existing lane configuration
  • Portola (Southbound) – From three to two lanes (one lane closed)
  • St. Francis Blvd. (West/Eastbound) – Maintain existing lane configuration

Construction - Phase III

Construction begins approximately August 1 and runs to September 1. A dedicated police officer is to be present.

  • Sloat (Eastbound) – From four to three lanes (one lane closed)
  • Sloat (Westbound) – Maintain existing lane configuration
  • Junipero Serra (Southbound) – Maintain existing lane configuration
  • Junipero Serra (Northbound) – From four to three lanes (one left turn lane closed)
  • West Portal (North/Southbound) – Maintain existing lane configuration
  • Portola (North/Southbound) – Maintain existing lane configuration
