In December 2010, Mayor Gavin Newsom and the Board of Supervisors adopted the Better Streets Plan, including streetscape policies and guidelines to guide the design of new street improvement projects and streetscape requirements for new development. In April 2011, the San Francisco Municipal Transportation Agency (SFMTA) Board endorsed the Better Streets Plan to “guide staff in all decisions regarding the planning, design, use, and management of streets, consistent with all applicable local, state and federal statutes and regulations.” What is the Better Streets Plan? The Better Streets Plan provides a set of standards, guidelines, and implementation strategies to govern how the City designs, builds, and maintains its pedestrian environment. It was developed to implement the Better Streets Policy (PDF) adopted by the Board of Supervisors and the Mayor in February 2006, which called for "…pedestrian-oriented, multi-modal street design, and incorporation of water management techniques to ensure continued quality of life, economic well-being, and environmental health in San Francisco." The Better Streets Plan process brings together staff of multiple City agencies to plan comprehensively for streets. The Plan seeks to balance the needs of all street users, with a particular focus on the pedestrian environment and how streets can be used as public space. The Plan reflects the understanding that the pedestrian environment is about much more than just transportation – that streets serve a multitude of social, recreational and ecological needs that must be considered when deciding on the most appropriate design.
