Clear Zone Installation and Parking Time Limits to SFMTA Board

CLEAR ZONE INSTALLATION AT TRAIN LOADING ZONES

Over a six month period in 2017, a community-led train passenger loading zone pilot that retained parking was evaluated at the inbound stops at 26th, 30th, 32nd, 35th and 40th avenues. The results from months of data collection and review of on-site videos showed that the additional safety measures failed to increase then share of drivers who stop for loading trains to the target of 90 percent. Therefore, boarding islands will be installed to ensure rider safety.

Until the boarding islands are constructed in the next few years, clear zones will be installed in spring 2018 to provide a safe space for riders to get on and off the train. Clear zones were installed at most other surface stops on Taraval and are already showing improved safety. The new clear zones will require the removal of between eight to ten parking spaces on the south side of Taraval Street at 26th, 30th, 32nd, and 40th avenues. The stop at Taraval and 35th Avenue was removed in mid-February because a boarding island cannot be built at that location, so parking will not be removed there.

PARKING IN THE TARAVAL CORRIDOR

To optimize the parking supply, new time limits are proposed for many parking spaces on Taraval Street. Parking spaces without time limits on Taraval have very little turnover and are full most of the day, which means that fewer customers can park in these spaces to visit local merchants.

This proposal will be reviewed by the SFMTA Board of Directors on Tuesday, April 3 at 1:00 p.m., City Hall, room 400. Public comment can be made in person at the meeting or by email to MTABoard@SFMTA.com

The proposed time limits would be in effect Monday through Saturday, 8:00 a.m. to 6:00 p.m. Unmetered time limits are proposed for on the following blocks:

  • 2 hour time limit: Taraval Street between 33rd and 36th avenues
  • 4 hour time limit: Taraval Street between 43rd and 47th avenues

To increase residential parking supply, a proposal for angled parking on Ulloa and Santiago Streets was up for a vote by residents in August 2017. This change could have added 140 new spaces to the area, however 81 percent of those who voted said no to additional parking on their block. Santiago Street between 27th and 28th avenues was the only block in favor and the south side parking spaces will convert to 90-degree parking in the coming months, adding 12 new parking spaces. As upgrades on Taraval begin to rollout in the next few months, angled parking could be revisited as a tool to add parking supply in the area if support from the community increases.

TWIN PEAKS UPDATE

This summer, century-old Twin Peaks Tunnel will undergo major improvements to keep the tunnel running safely and reliably for more years to come. Construction will be completed during a single closure lasting up to 60 days. Improvements include replacing tracks and its infrastructure, replacing a 100+ year old drainage system, completing seismic retrofits to the eastern end of the tunnel and adding additional cross-over tracks to improve operating functions.
