A Community-Powered Success: Bayview Shuttle Extended Through 2027

The California Air Resources Board (CARB) has extended the Bayview Shuttle’s grant. The service is fully funded by this grant, and the extension runs through November 2027.  

This allows us to continue connecting people in Bayview-Hunter's Point to Muni, BART and other important resources. This helps them get around more easily, and it strengthens the public transportation network in a community that was historically disconnected from the rest of the city.  

The extension is a direct result of strong community support for the shuttle. Average daily ridership has grown, and rider satisfaction is high.  

An incredible community connector  

Since its launch in November 2024, the Bayview Shuttle has:  
 

  • Served more than 2,100 riders 
  • Completed 16,000+ trips to and from the 24th St. BART station (its top destination) 
  • Supported Bayview-Hunters Point with two-thirds of shuttle trips occurring within the core service area 
  • Maintained a 4.9/5.0 satisfaction rating

A valuable Muni complement 

Data from the Bayview Shuttle shows how riders use it and what connection points are the most popular. The shuttle averaged 202 rides per day in March 2026. That’s a 53% increase from March 2025. The Bayview Shuttle has proven it can be a part of the solution to the unique challenges the Bayview faces. The community’s hilly terrain, geographic isolation and heightened exposure to air pollution made it a strong candidate for an option like this and eligible for the grant that supports the service.  

The Bayview Shuttle provides a valuable service. But it is just one part of San Francisco’s comprehensive transit network. Muni’s fixed-route services are more cost-effective. For example, the 44 O’Shaughnessy and the T Third carry more daily riders on average. In March 2026, 11,326 people took the 44, and 24,600 rode the T. So, they operate at a lower cost-per-trip than the Bayview Shuttle. Meanwhile, the shuttle connects riders to specific destinations and regional transit hubs that can be difficult to reach.

Bringing the neighborhood to the table 

The shuttle is funded by the Sustainable Transportation Equity Project (STEP), which aims to foster equitable transportation systems that address unique local transportation barriers; shift decision-making power to the communities the system serves; and improve the quality of life for low-income people, people of color, and residents of communities disproportionately impacted by air pollution or who lack access to housing, jobs, and services.  

The grant extension creates an important opportunity for the SFMTA to build on the Bayview Shuttle’s success. It also gives us time to see how the service can meet demand at the lowest cost possible. We will continue to work with the community for any future decisions about the shuttle.

The Bayview Shuttle project relied on community feedback for its design. Neighborhood residents also chose the final colors and branding for the shuttle vans. This helped us tailor the shuttle to the culture of Bayview-Hunter's Point.  

The community was involved in every step of the process. And decisions regarding the grant extension were no different. 

We began conversations with community members about the long-term sustainability of the shuttle in April 2025. People told us they wanted it to continue. Here’s the feedback we got from one rider:  

“This shuttle is awesome. Drivers are super friendly and helpful. Please keep this service!” 

We then worked with residents to develop a proposal that highlights the effects of the shuttle and suggests how we can build on our work so far. This process included public meetings held from May to October 2025. People attending these meetings were able to tell us how they thought the Bayview Shuttle could be improved.

Thanks to the strong advocacy from the community, CARB granted the grant extension in March 2026. The funding allows us to keep running the shuttle. Plus, it supports:  
 

  • A youth-led community tour program to highlight the rich history of Bayview-Hunter's Point 
  • Continued quarterly meetings of the Community Congress that holds decision-making power over key shuttle decisions
