Pursuant to SFMTA Order No. 6885, the San Francisco Municipal Transportation Agency held an online public hearing on Friday, May 30, 2025 regarding the following proposed changes. On June 3, 2025, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. 1. Green Street between Leavenworth Street and Hyde Street – Shifting a Passenger Loading Zone for Daylighting

Per State law AB413, 20 feet at the near side of the intersection must be free of vehicles for visibility and this zone must be shifted to accommodate this daylighting.
Public Comments: The president of the homeowner’s association expressed gratitude for SFMTA staff for working with them to comply with AB413 and making sure they could move their zone without losing any overall footage. They stated that the residents of Bell Air Tower fully support the item. A member of the public stated that it is not clear from the drawing whether its 90-degree parking and expressed concerns about having passenger loading in 90-degree parking or parallel parking. Staff clarified that it is perpendicular parking at this location.
Decision: Approved by the City Traffic Engineer for implementation.
2. Stockton Street between Green Street and Union Street – Establishing a Dual Use Zone

Per the request of a restaurant and bar, this would provide space for customers to be dropped off and picked up.
Public Comments: The applicant stated that they previously had a passenger loading zone and they are requesting reinstitution of their white zone as Montgomery is very narrow and gets congested easily. Another person from the restaurant commented that they’ve had the white zone for 20 years and it is critical for their business to have a place for customers to be picked up and dropped off. A member of the public stated they are glad to see that this bar and restaurant is getting a passenger loading zone as it is important that these types of establishments get proper loading zones to prevent double parking; they fully support application. Another member of the public supported the item, as Thursday, Friday, and Saturday nights are very busy, and this is a narrow street.

4. Replacing a Passenger Loading Zone with Commercial Loading and Establishing a General Loading Zone

The sponsoring venue has requested that the existing loading regulations be adjusted to better match their loading needs.
Public Comments: A member of the public commented that they observed large trucks parked in that zone unloading at the venue and that they use it as a loading zone. Another member of the public expressed concerns with changing the hours as their events are only in the evening. Staff explained that the venue purchases temporary permits for events to use this zone for tour bus loading but that concerns will be directed to staff overseeing this item.
Decision: Approved by the City Traffic Engineer for implementation.
6. Mission Street between 6th Street and 7th Street – Establishing a Passenger Loading Zone

The proposed loading zone would provide space for pickup and drop-offs at a residential building.
Public Comments: The applicant spoke in support saying they have 80 rooms with many elderly tenants, and they need the zone for pickups and drop offs. A member of the public supported the zone but had concerns about the placement, stating it should be next to the driveway. Staff explained that the driveway and adjacent space are part of a bus stop, so the zone can’t be adjacent to the driveway, however a car should be able to pull in and out easily as the proposed zone is right next to the red zone.
Decision: Approved by the City Traffic Engineer for implementation.
7. Harrison Street between 8th Street and 9th Street- Removing a Passenger Loading Zone

Per the request of the sponsoring daycare, this zone extension would better meet their loading demand for school pickups and drop-offs.
Public Comments: A member of the public spoke in support of passenger loading for daycare facilities but asked what the attendance is and how did staff determine that 83 feet would accommodate the sponsor’s needs. Staff responded that attendance is around 65 students but that they could confirm later. Staff explained that they speak with applicants to talk about their needs before they propose items.
Decision: Approved by the City Traffic Engineer for implementation.
11. 16th Street between Folsom Street and Harrison Street – Establishing a Passenger Loading Zone

Per request from a dialysis clinic for patient access to load in and out of treatment.
Public Comment: A representative from the dialysis center spoke in support of the zone and stated they will be opening on June 23, with treatments offered from 5am to 7pm Monday through Saturday. Another representative from the center spoke in support but did note they may need a longer zone with an earlier starting time. A member of the public expressed concerns that there is not an accessible ramp and asked that the zone not be approved as it is a violation of ADA requirements. Staff corrected the record that this is not a new building, the applicant is a tenant who rents part of the building and thus is not required to build a mid-block curb ramp. One email from two residents in opposition was received.
Decision: Staff has communicated to the applicant that changes to times and length could be made a later time depending on operational needs. Approved by the City Traffic Engineer for implementation.
12. Valencia Street between 22nd Street and 23rd Street – Establishing a General Loading Zone

This proposal would provide a pick-up and drop-off zone for a dog groomer and dog daycare.
Public Comments: The applicant spoke in favor of the proposal, as they currently don’t have loading making it difficult for clients to pick up and drop off their dogs. They stated that the pickup zone would help with safety as there is currently double parking.
Decision: Approved by the City Traffic Engineer for implementation.
13. 21st Street between Valencia Street and Lexington Street – Establishing Commercial Loading and Short-Term Parking

Per request from the San Francisco Department of Homelessness and Supportive Housing for curb access at a housing site.
Public Comments: A staff person from the Department of Homelessness and Supportive Housing stated their support for the zone as it is the only facility dedicated to older adults and having zone directly in front of the Jerrold commons will provide a space for residents and visitors to be safely picked up and dropped off. A member of the public stated that accessible loading is required for this site. Staff stated that constructing accessible loading at this location is not required. Another member of the public stated that they might need parking enforcement staff to help enforce the zones. Three emails opposing the item and one in support were received.

17. Stanyan Street between Carl Street and Parnassus Avenue – Establishing Short-Term Parking

Per the request of a new dry cleaning business, this would provide short-term parking for their customers.
Public Comments: The president of Mulberry’s Dry Cleaning spoke in support of the proposal as this space would serve their customers dropping off and picking up laundry and dry cleaning. A member of the public supported the use of a green zone at this location but stated that there is no enforcement on Sundays, and as such they would recommend the proposed zone not be approved. Staff corrected the record to say that the zone is enforceable on Sundays. One email was received in opposition was received from a nearby resident based the removal of parking for residents.
Decision: Approved by the City Traffic Engineer for implementation.
General Public Comments
One speaker from La Raza Center called to oppose an item on the agenda and was directed to comment once the item came up (Item number 11).
One speaker stated that since the pandemic is over this hearing should be held at City Hall, as the room at city hall is ready and that the hearing officer lied last at the last hearing. The hearing officer corrected the speaker regarding improved attendance via online participation and the speaker repeated that the hearing officer lied last time.
Another speaker said the color curb team is doing a good job with outreach and getting sponsors to pay by put zone removals on the agenda. They also urged applicants not to abuse color curb zones, and said SFMTA typically enforces the zones for the first couple of weeks but after that some sponsors abuse them and park in their zones for long periods of time.
Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18.
