The J Church and M Ocean View Transit and Safety Improvements will improve safety, access and transit reliability in the Ocean View and Mission Terrace neighborhoods. To reduce impacts on the community, the construction phase of these projects will be combined.

This project aims to:

  • Make transit more reliable and improve the rider experience
  • Make streets safer for people walking, biking, driving and riding transit
  • Improve access for people with disabilities

By building both projects at the same time, the agency will:

  • Reduce construction impacts on the community
  • Save money and staff time

Bus Routes and Rail Lines

This project will build elements from two approved projects, the J Church Safety and Accessibility Project and the M Ocean View Transit and Safety Project. 

Upcoming construction will include:

  • Wider boarding islands and sidewalks at 13 train stops to provide safer and easier boarding
  • Wheelchair-accessible ramps at four train stops to improve access
  • Traffic signals at two intersections to improve transit reliability and traffic safety
  • Bulbouts (five), refuge islands (two), stop signs (two), daylighting, continental crosswalks and other traffic safety improvements

The SFMTA has been implementing quick-build solutions to deliver improvements faster and at a lower cost compared to the typical capital process. Improvements that were completed as part of the quick-build phase of the projects include:

  • Flashing lights to help people walking cross the street safely (completed January 2026)
  • Transit stop consolidation at San Jose and Mt. Vernon avenues and along 19th Avenue to reduce delay (completed September 2025)
  • Transit lanes on San Jose Avenue between Broad Street and Niagara Avenue to reduce speeding and improve transit reliability (completed July 2025)
  • New boarding island for the final outbound stop at San Jose and Niagara avenues (completed December 2024)
  • New boarding island pairs at San Jose and Lakeview avenues (completed December 2025) 
  • A transit lane on San Jose Avenue between Cotter Street and Ocean Avenue (completed September 2024)
  • Flashing lights on San Jose Avenue at Paulding and San Juan avenues (completed [MONTH, YEAR]) 

This project will be funded by state and federal funding to improve transit reliability, accessibility and safety improvements to these corridors. 

By making trips quicker on the J Church and M Ocean View, these improvements are designed to save the SFMTA money by reducing how much it costs to operate each line. These improvements will also benefit the 26,000 daily riders by making their trip faster and more reliable.
