On April 30, 2025, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. * This proposal would shift the existing general loading zone and blue zone westward by one space for a new sidewalk extension (bulb out) with a new accessible curb ramp for the blue zone. Due to the roadway grades at this corner, this bulb out is required to meet accessibility requirements.
* Public Comments: A member of the public expressed support because the proposal would accommodate the bulb out and stated civil drawings should be shown. One email in favor of the proposal was received as this would improve transit access. One email in opposition was received.
* Decision: Item approved by City Traffic Engineer.
2. Geary Boulevard between 21st Avenue and 20th Avenue – Converting Short-Term Parking to a Dual-Use Loading Zone

* Proposal to convert the existing green zone to a new dual-use loading zone, effectively extending the adjacent dual-use loading zone westwards, to better accommodate loading operations.
* Public Comments: A member of the public spoke against the item based on length, saying that it was too short for six-wheeled trucks to use. Staff clarified that the zone is an extension of an adjacent commercial loading zone rather than a single zone. An email from the fronting business was received requesting revaluation of the yellow zone to potentially a dual use zone or a reduction in hours.
* Decision: Item will be amended and brought back to a future hearing. Item not approved by City Traffic Engineer.
3. 21st Avenue between Geary Boulevard and Clement Street – Shortening a Passenger Loading Zone

* Proposal to shorten the existing 66-foot passenger loading zone by 6 feet per request from USPS to better accommodate loading operations.
* Public Comments: The daycare operator who co-sponsors the existing zone spoke against the item based on the six-foot reduction and concerns that the reduced zone length wouldn’t accommodate the demand created by day care, the distance of the posting from the zone, and that the zone isn’t being enforced. Another speaker spoke in opposition echoing previous commentor based on shortening of zone and adding red curb as well as public notice being too far from the daycare. Seven emails in opposition were received citing the reduction of passenger loading zone by six feet. Staff gave context for the proposed change as related to USPS operations, explained that the closest place to post the notice was at the corner and offered to follow up with the daycare that shares the zone with a dance school.
* Decision: Staff have met with the daycare and will amend the item and bring it to a later hearing. Item not approved by City Traffic Engineer.
4. Geary Boulevard between 15th Avenue and 14th Avenue – Establishing a General Loading Zone

* Public Comments: A member of the public spoke in opposition based on the length of the existing 6-wheel yellow zone which is next to the proposed general loading zone being too short for 6-wheel trucks.
* Decision: Item approved by City Traffic Engineer.
5. Filbert Street between Fillmore Street and Webster Street – Extending a Passenger Loading Zone

* Per the request of the sponsoring daycare, the proposed extension of their existing passenger loading zone would better meet their needs for pickups and drop-offs.
* Public Comments: The sponsor spoke in support of the zone extension as it would improve safety for the daycare. Another child-care provider spoke in support. A member of the public spoke in favor of the item and wanted the item read out loud saying it’s confusing to the public. Two emails in support were received from parents as this would provide added safety and access for children being picked up and dropped off.
* Decision: Item approved by City Traffic Engineer.
6. Sutter Street between Gough Street and Octavia Street – Removing a Passenger Loading Zone

7. Jones Street between Clay Street and Sacramento Street – Establishing a Passenger Loading Zone

* Per apartment building's request, the passenger loading will allow people to be picked up and dropped off safely.
* Public Comments: Staff received seven emails in support of the proposed zone citing the need for increased access for the residents and space for safe pick-ups and drop-offs. A member of the public asked if the zone was rescinded properly, staff responded that it had been.
* Decision: Item approved by City Traffic Engineer.
8. Stockton Street between Green Street and Union Street – Establishing a Dual Use Zone

* Public Comments: The applicant spoke in favor of the proposed zone as it would provide access for customers and deliveries. A member of the public spoke in favor of the proposal based on the type of business and the location.
* Decision: Item approved by City Traffic Engineer.
9. Taylor Street between Turk Street and Eddy Street - Removing a Passenger Loading Zone

10. Minna Street between 6th Street and 7th Street – Establishing a Commercial Loading Zone

* The proposed yellow zone would provide space for commercial deliveries serving both the adjacent 40-unit residential building as well as a 200-room hotel as there is no off-street commercial loading space.
* Public Comments: One resident of the building spoke in favor of the zone based on improved safety and circulation, another resident spoke in support based on circulation and safe operation of the block as deliveries currently illegally park on the sidewalk because there is no loading. A member of the public asked if there was passenger loading for the building and spoke in favor of the item.
* Decision: Item approved by City Traffic Engineer.
11. Fell Street between Octavia Street and Laguna Street – Removing a Passenger Loading Zone

* Per the request of a grocery store, a general loading zone will serve customers doing quick pick-ups and drop offs of goods and a commercial loading zone will allow for truck deliveries.
* Public Comments: The applicant spoke in support of the proposal as this zone will provide both access for deliveries and customers picking up food. A member of the public asked if lost meter revenue was considered and thought a green meter should be installed instead of a dual use zone, another speaker commented that he doesn’t agree with using a general loading zone for a grocery store and they agreed with the previous speaker.

* Public Comments: The applicant spoke in favor of the proposal as it will ensure customers still have access to their deli after the existing green zone on Dolores must be removed due to AB413. One speaker spoke in favor based on their view that this is the correct type of zone for this type of business.
* Decision: Item approved by City Traffic Engineer.
21. Jerrold Avenue between Upton Street and Toland Street – Establishing a Passenger Loading Zone

General Public Comments
A member of the public said the pandemic is over and the hearing should be held in person or be a hybrid in-person and online meeting. They also want all hearing items to be read verbally at the hearings or read into the record.
Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18.
