Starting in October, 2025 the Color Curb Committee and Hearing process has ended. To make things easier for small businesses, there is a new way to review and comment on curb changes. To learn more about the new process, please visit the Curb Zone Changes - Public Noticing and Comment Period webpage.
To better support small businesses, daycares, schools and other entities who need curb access, the SFMTA is updating how we process minor curb change requests. Starting in October 2025, these requests will go through a 10-day public comment period instead of the monthly Color Curb Public Hearings.
This streamlined process applies to small curb changes. These are typically requests from businesses or institutions for one or two short-term parking or loading spaces that can be approved by the City Traffic Engineer. The process does not apply to major streetscape projects, or new infrastructure.
Benefits of this change:
- This allows us to more quickly process requests from businesses, schools and organizations without waiting for the monthly hearing cycle to process requests.
- Applicants won’t need to attend hearings during peak business hours, which were previously held on the last Friday of each month at 10 a.m.
- Notices for the 10-Day Public Comment Period will be easier to understand and more accessible, with an entire page for each item that includes an illustration and simplified language.
What isn’t changing:
- Public notices will still be posted on the street, online, and emailed to applicants and subscribers.
- Requests for small curb changes will continue to be submitted via application or by contacting the Curb Access team (CCP@SFMTA.com or 415.646.2599).
- The public can submit comments by online comment form, voicemail, email or mail, and feedback will be incorporated into the City Traffic Engineer’s final decision.
- The decision and a summary of public comments will be posted online within a week of the notice period ending.
- The appeal process remains available for anyone wishing to challenge a decision.
The Curb Access team is here to help small businesses, schools and other entities meet their loading needs and navigate the request process.
