N Judah Layover Pilot

The N Judah is one of San Francisco’s busiest Muni Metro lines, connecting residents from Ocean Beach through the Inner Sunset to Downtown. The SFMTA is working to improve the function of the intersection at the Ocean Beach-end of the N Judah line. At the request of community partners, we explored an alternative layover location—on Judah Street between La Playa and 48th Avenues. This location allows trains to stage briefly in a more spacious, visible section of the corridor.

The pilot assessed the impacts of this new layover location. Layover locations are at the end of a train line. This is where the train turns around to return to service. Trains typically park for approximately 5-10 minutes to allow transit operators to take breaks and support balanced train spacing. Impacts include train schedules, operator breaks, boarding efficiency and community access.

Pilot Details

  • Duration: Thursday - Sunday, January 23-26, 2025
  • Location: South side of Judah Street between 48th Avenue and La Playa Street 
  • Time: 6 a.m. – midnight. Train layovers as scheduled during service

Assessment Opportunities

The primary goal of this pilot was to explore how modifying the N Judah layover location could better support the Ocean Beach community — especially our local businesses.

We assessed whether relocating the layover improved visibility and access to neighborhood storefronts, making it easier for customers to find and support nearby establishments. This pilot gave us the chance to test whether we could reduce barriers like blocked sightlines or limited parking—while still keeping Muni service reliable.

At the same time, we closely monitored how this temporary change affected residents and the surrounding neighborhood. This includes:

  • Driveway access on Judah Street’s south side. Driveways were temporarily blocked while trains were in layover.
  • Street parking was temporarily restricted to allow train to layovers.
  • Increased noise and light. This occurred when trains were on layover between La Playa Street and 48th Avenue.
  • Stop access for riders that need level boarding with no stairs. These riders continued to use the ramp and platform on Judah and La Playa streets. They had to wait on the platform to board and request the operator to exit a train.

Key findings include:

SFMTA staff monitored the N Judah Layover Pilot closely. We collected feedback from transit operators, inspectors and community members. 

  • Operational challenges. Train layovers at this location led to increased delays. Other challenges included confusion among riders and difficulties for operators accessing break facilities.
  • Traffic and safety concerns. Motorists passed stopped trains unsafely by crossing double yellow lines into oncoming traffic. Motorists passed stopped trains unsafely by crossing into the oncoming traffic lane on a consistent basis. Residents reported blocked driveways, leading to frustration and unsafe vehicle movements.
  • Accessibility Issues. The pilot location was not accessible for riders using mobility devices. This required trains to go in reverse for boarding in the La Playa loop. This caused delays and required transit inspectors to be present.
  • Community Feedback. Some residents appreciated efforts to explore new layover options. Many expressed concerns about increased congestion. Blocked access to properties and unclear boarding procedures were also concerns.

Community Outreach

To notify neighbors, we sent mailers to residents and businesses within five blocks. During the pilot, SFMTA staff monitored on-site throughout. We also had discussions with impacted property owners. After the pilot, feedback was collected through an online survey. Multilingual SFMTA staff canvassed the area with flyers before and after the pilot.

Next Steps

Based on the pilot, the agency will not move forward with changing the layover. SFMTA has determined that this layover configuration is not a viable long-term solution.
