The San Francisco Municipal Transportation Agency (SFMTA), in partnership with the Treasure Island Mobility Management Agency (TIMMA) and the Treasure Island Development Authority (TIDA), is advancing a proposal to manage public on-street parking on Treasure Island and Yerba Buena Island (TI/YBI) using paid (metered) parking.
The proposal will be presented at an online SFMTA Engineering Public Hearing on October 17, 2025 and then go to the December 2, 2025 SFMTA Board for consideration. See below for how to provide comments or participate in the Public Hearing.
Background for this proposal
When the US Navy decommissioned Treasure Island Naval Station three decades ago, San Francisco committed to a redevelopment that would be innovative, sustainable and accessible. In 2010, the Treasure Island Development Authority (TIDA) was established to oversee development of the new neighborhoods, and the Treasure Island Mobility Management Agency (TIMMA) was formed to develop and oversee a master mobility and access plan, in collaboration with other public agencies and entities, including the SFMTA. The resulting plan is known as the Treasure Island Transportation Implementation Plan (TITIP), adopted by TIMMA and TIDA in 2011.
The TITIP declares:
“The number of [parking] spaces provided is consistent with creating an economically feasible, high-density, transit-oriented neighborhood with the goal of discouraging auto use and prioritizing transit, walking, and bicycling. All parking will incur a parking charge up-front and shared parking will be encouraged. Residential parking will be unbundled from the sale and rental of residential units. Monitoring, enforcement, and pricing of parking will be used to create a positive incentive for residents, employees, and visitors to choose transit rather than automobiles to access the Island. Parking will occur in off-street facilities and on-street metered spaces.”
The TITIP also set out transportation demand management (TDM) mechanisms, including:
“Parking management based on a policy that all automobile users incur a parking charge. The charges will be applied at a level to encourage the use of transit services and discourage the use of single-occupancy vehicles.”
The certified Environmental Impact Report (FEIR) for TI/YBI redevelopment memorialized these parking management commitments, along with other transportation and access measures needed to achieve the goals that TI redevelopment sought to achieve.
Elements of the proposal
- Paid parking, no time limit, 9 AM to 10 PM, Monday-Sunday (similar to other new developments such as Mission Bay and regulations of SF Port).
- Paid parking will be on every public street segment with parkable curb on redeveloped TI & YBI (see below for full list of street segments).
- Meters will start at the current "floor" rate of $1/hour.
