PROGRAM EXTENSION - If you are a Senior or Person with Disabilities enrolled in the Free Muni program you may see an expiration date of June 30, 2025 when tagging your card. This program is continuing and on July 1, 2025 the expiration date will update to reflect 2028.
This program provides low and moderate income people with qualifying disabilities residing in San Francisco free access to Muni services, including cable cars, when using a Clipper card.
All San Francisco residents with disabilities with a with a gross annual family income at or below 100 percent of Bay Area Median Income level are eligible for the program.
You must have an active Clipper Access (formerly RTC) Clipper card to apply for the Free Muni program. More information on applying for this card may be found here Clipper Access Discount Card.
If you have a registered Clipper Access card:
- Fill out the program application online
- OR mail or drop off a completed paper application
- SFTMA Customer Service Center: 11 South Van Ness Avenue, San Francisco, CA 94103
You will receive notification in the mail when the pass has been successfully uploaded electronically to your Clipper Access card.
Please allow up to three weeks to process applications for existing Clipper Access card holders and up to eight weeks if a new Clipper Access card is needed.

Welcome to San Francisco! Seniors and people with disabilities can ride many of our services at a discounted rate. You can purchase either a discounted single ride or an all-day pass. Single ride fares are good for unlimited travel for up to 120 minutes. These fares are not valid on Cable Car.
Transit Citation Dismissal
If your application is accepted, your last transit citation issued within 30 days of enrollment is eligible for dismissal. Please provide a citation or ID number from the citation when applying.
Frequently Asked Questions (FAQs) About Your Application
1) How long is the approval process?
The approval process will take up to 3 weeks for existing Clipper card holders and up to 4 weeks if a new card is needed.
2) I lost my card, what do I do?
For Youth and Senior Clipper Cards, you will need to contact Clipper at 1.877.878.8883 for a replacement Clipper Card. Please note that a $5 fee will be assessed.
If you have a Clipper Access (formerly RTC) card, you will need to visit the SFMTA Clipper Access Discount ID Office at 11 South Van Ness Avenue, San Francisco, CA 94103 to fill out a replacement card form. A $3 fee will be assessed for a replacement Clipper Access card. This office is open Monday – Friday, 8:00 am – 5:00 pm.
3) How will I know I was approved?
You will receive a Welcome Letter in the mail. Please keep the letter for your records.
4) I received a replacement Clipper Card, do I need to reapply for the Free Muni program again?
You do not need to reapply, please contact the SFMTA Free Muni Program at 415.646.2670 or by email to FreeMuniInquiry@SFMTA.com to transfer the Free Muni Pass to your replacement card.
5) I have my own Clipper Card and received a Welcome letter in the mail, how do I activate my Free Muni Pass?
The Free Muni pass will be activated the first time you tag your Clipper card when entering a fare gate or Muni vehicle.
