Port Commission Meeting, June 9, 2020

In February 2020, Embarcadero Enhancement Project staff presented an update to the Port Commission with two Quick-Build project proposals between Mission to Folsom streets and at Pier 35 to expedite safety improvements in key segments of The Embarcadero corridor. As a result of feedback received from advocates and community members, the Commission pushed project staff to extend the Mission to Folsom streets segment an additional block to include the segment between Folsom to Harrison streets, an area with frequent complaints of conflicts between drivers seeking to access the curb and northbound cyclists.

Virtual Port Commission Meeting – Tuesday, June 9, 2020 – 3:15 p.m.

In partnership with the Port of San Francisco, we will begin construction of The Embarcadero Quick Build projects in mid-June. These projects will change the way people travel on the waterfront and mark a pivotal starting point in creating an improved environment for everyone to use.

The safety improvements described below will also reduce potential conflicts between all forms of transportation on the multi-use Promenade and allow greater personal distancing by separating transportation methods, which will be critical to combatting COVID-19.

The revised Quick-Build project proposals will be presented to the Port Commission as an informational item on June 9, 2020 at 3:15 p.m. PST.

The Embarcadero Quick Build projects will be built in three key areas with the following improvements:

  • Pier 35 between Bay and North Point streets
    • A new protected bikeway to reduce conflicts between bikes and passenger loading activities at the Pier 35 Cruise Terminal.
    • Accommodation of unique loading demands for cruise calls and other large-scale events that are major components of the Pier's maritime activities.
  • Ferry Terminal between Mission to Folsom streets
    • A new water-side, two-way protected bikeway to improve safety for all users and enhance connections to the Downtown Ferry Terminal from the South of Market neighborhood
    • This two-way protected bikeway will be a preview of the Embarcadero Enhancement Project's planned safety improvements for the remainder of the corridor.
  • Rincon Restaurant Zone between Folsom to Harrison streets
    • A protected bikeway for northbound cyclists to reduce potential conflicts between drivers and cyclists
    • Expanded capacity for commercial and passenger loading

Construction Impacts

Construction is expected to start the week of June 15, 2020 and is currently planned for a period of up to three months. Paving of southbound The Embarcadero between Mission to Howard streets is planned for June 20 with restriping of road markings to follow. Construction will be completed on a block-by-block basis, starting with the Rincon Restaurant Zone Quick-Build Project between Folsom and Harrison streets and working north toward the Ferry Terminal and Pier 35 segments.

During this time, construction crews will be repaving roadways, adding new paint to the road and curbs, removing and installing metered parking, and installing pedestrian/bicycle waiting areas and protected bikeways.

We ask for your patience and consideration as we work to bring these vital safety improvements to The Embarcadero corridor. General work hours will be from 8 a.m. to 4 p.m.

Next Steps

This construction is a great starting point, but The Embarcadero has more work planned.
