Pursuant to SFMTA Order No. 6749, the San Francisco Municipal Transportation Agency held an online public hearing on Friday, April 26, 2024 regarding the following proposed changes. On May 02, 2024, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. * Per request from Booker T Washington Community Center to provide additional passenger loading.
* Public Comments: Several emails from nearby residents were received stating opposition to the extended zone as it would remove parking for residents. A letter of support was submitted by the SFMTA Transit Division as current double parking inhibits transit operations. The Director of the on-site pre-school stated their support as expanding the white zone will help facilitate school pick and drop offs as they have expanded their programs and would improve safety for children and seniors who need more loading in front. Another staff person support in support of the white loading zone as it will provide space for food truck loading, and they need better traffic mitigation. Staff from John Burton Housing spoke in support of passenger loading. Another staff person stated their support as their needs have expanded and grown and this white zone will help protect community by avoiding Muni line congestion. A member of the public stated concerns over the placement of a bike rack and that the hours should be revised to make it simpler to understand.
* Decision: Approved by the City Traffic Engineer for implementation.

5. 43rd Avenue between Irving Street and Judah Street – Establishing an Accessible Passenger Loading Zone

* Decision: Language amended per the request of the applicant; hours for the zone were changed from 7AM to 10PM to 8AM to 8PM. Approved by the City Traffic Engineer for implementation.

6. Sacramento Street between Mason Street and Taylor Street – Removing a Passenger Loading Zone

* Public Comments: One of the small businesses on the ground floor of this building expressed support for the zone as it provides space for their customers and there is no other loading space because the other side of their building is red curb for the bike lane. The property manager stated that this zone is critical to help support the five retail tenants in the building. A member of the public stated general loading zones cannot be enforced.
* Decision: The title of this item was amended as it incorrectly stated “Establishing a Passenger Loading Zone” rather than a general loading zone, which is what the legislation states. Approved by the City Traffic Engineer for implementation.

* Per request from school to accommodate higher loading capacities.
* Public Comments: The school spoke in support of the item as there is currently double parking on a narrow street which is creating safety concerns. A larger zone would help address this issue. A resident submitted an email and spoke in opposition of the item as it would remove residential parking. A member of the public spoke in support of the item stating three spaces is too small.
* Decision: Item amended to reduce the proposed zone from 110 feet to 88 feet. Approved by the City Traffic Engineer for implementation.

General Public Comments
A member of the public stated they believe that the comments provided will not go to the City Traffic Engineer. They also stated they believe that it is illegal to have a one-minute time limit for public comment and this is being done to force people into not providing comments.

Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. Decisions reviewable by the Board of Supervisors are denoted with a pound (#).
