Pursuant to SFMTA Order No. 6906, the San Francisco Municipal Transportation Agency held an online public hearing on Friday, July 25, 2025 regarding the following proposed changes. On July 30, 2025, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. 1. 4th Avenue between Clement Street and Cornwall Street – Establishing Accessible Parking

Public Comments: A member of the public expressed their support, stating they asked for these spaces and more blue zones are needed for the farmer’s market. A member of the public stated their support for the blue zone as it will improve access for people like them but also stated concern over the loss of motorcycle parking as someone who frequently uses motorcycle parking; given this they stated that this zone should not be approved until the motorcycle parking is relocated.
Decision: Approved by the City Traffic Engineer for implementation.
 

2. Franklin Street between Lombard Street and Chestnut Street – Establishing Short-Term Parking

Per the request of a dog daycare and boarding facility, this would provide space for customers picking up and dropping off their dogs.
 

Public Comments: No comment.

3. Van Ness Avenue between Filbert Street and Union Street – Establishing a Passenger Loading Zone

The proposed passenger loading zone would provide pickup and drop off space for a hotel.

Public Comments: A resident spoke in opposition to the item due to the loss of residential parking and that the hotel already has off-street parking which should be sufficient. They also sent an email in opposition. One additional email in opposition was received. A member of the public was upset to not be referred to by their name.
Decision: Approved by the City Traffic Engineer for implementation.


4. Bush Street between Franklin Street and Van Ness Avenue – Removing Short-Term Parking and Commercial Loading and Establishing 6-Wheel Commercial Loading

Per business request, this zone would provide space for commercial loading and food andpassenger pickups and drop-offs at a restaurant and adjacent night club.
 

Public Comments: No comment.
Decision: Per conversations with the applicant, staff amended this item to start theGeneral Loading Zone at 11am and to change the commercial loading time limit to 30-minutes. Approved by the City Traffic Engineer for implementation.

A church has requested accessible parking and passenger loading. This proposal would shift existing commercial loading to accommodate a blue zone, and would establish a dual-use zone with both passenger loading and commercial loading.
 

Public Comments: A representative from the church spoke in support as they have several members with mobility issues and bringing back the passenger loading zone would be useful for them.
Decision: Approved by the City Traffic Engineer for implementation.

7. Front Street between California Street and Sacramento Street – Relocating 6-Wheel Commercial Loading and Establishing Daylighting

The proposed changes include relocating the existing 6-wheel commercial loading zones to each corner of the block to allow for improved maneuvering and to accommodate a new Shared Space parklet.
 

Public Comments: A representative from the sponsor of the parklet stated that having the parklets would provide more space for businesses and help support increased pedestrian activity. A member of the public stated that the proposed 6-wheel commercial loading will impede visibility for pedestrians crossing the street and the existing 21-foot red zone is not long enough because these trucks will stick out into the roadway and that this requires more analysis. They stated that no one will use the commercial loading next to the motorcycle parking and that the placement is poor.
Decision: Approved by the City Traffic Engineer for implementation.

8. Laguna Street between Hermann Street and Waller Street – Converting Short-Term Parking to General Loading

The proposed change would better meet the loading needs of a church and daycare facility.
 

Public Comments: No comment
Decision: Staff amended the legislative language to reference the intersection at Pierce Street. The placement of the zone has not changed. Approved by the City Traffic Engineer for implementation.
 

10. Erie Street between Mission Street and Terminus – Establishing a Dual-Use Zone

The proposed dual-use zone would provide commercial loading for an industrial business as well as passenger loading for an event and bar space.

Public Comments: The applicant spoke in support of the zone stating that this would be a reinstatement of a zone that they had previously and would provide passenger loading for their bar and event space as well as commercial loading for the business next door which is an electric company.
Decision: Approved by the City Traffic Engineer for implementation.
 


11. Duboce Avenue between Valencia Street and Woodward Street – Removing Motorcycle Parking and Establishing Commercial Loading

Public Comments: The applicant spoke in support of the proposal as they need the space to load and unload equipment.
Decision: Approved by the City Traffic Engineer for implementation.
 

12. 15th Street between Julian Avenue and Valencia Street – Establishing a Passenger Loading Zone

Per application from a non-profit operating out of St. John’s church, this zone would enable passenger loading during business hours.
 

Public Comments: A representative from the Department of Emergency Management spoke in support of the zone as multiple city departments will use this zone for picking up and dropping off clients and without a zone they often have to block driveways as there is no space available which has caused problems with the neighbors. A member of the public stated that they should be referred to by their name not “speaker” as it is confusing for the public who is being referred to. They stated that the zone should be in effect between 7am and 6pm because it is a waste of meter head to leave the meter there.
Decision: Approved by the City Traffic Engineer for implementation.

13. Folsom Street at Precita Avenue – Establishing Accessible Parking

Public Comments: A representative of the building spoke in support of the proposal as this zone will provide space for children attending the daycare to be safely picked up and dropped off and will help reduce congestion. A member of the public stated that they should be called by their last name and that they support the proposal as they designed it and it will make life easier for people with disabilities.
Decision: Approved by the City Traffic Engineer for implementation.
 

15. Noriega Street between 31st Avenue and 32nd Avenue – Establishing a Passenger Loading Zone

Public Comments: A member of the public stated that they should be called by their last name and then they read the legislation stating that since this is a medical facility it may serve the visually impaired. Four emails in support of the item were received.
Decision: Approved by the City Traffic Engineer for implementation.
 

16. Taraval Street between 24th Avenue and 25th Avenue – Changing the Operating Days of Passenger Loading Zone

Public Comments: The sponsor spoke in support of the item as they have changed their business days, and this change would match their new days.

17. Bruton Street between Seven Seas Avenue and Avenue of the Palms – Establishing an Accessible Passenger Loading Zone

Public Comments: The applicant spoke in support of the proposal and stated that this zone is required as part of the project approvals and entitlement process and this hearing is just a formality.
Decision: Approved by the City Traffic Engineer for implementation.

18. Bruton Street between Seven Seas Avenue and Avenue of the Palms – Establishing an Accessible Passenger Loading Zone

In consultation with the Public Works Disability Access Coordinator, this would provide an accessible passenger loading zone for new development on Treasure Island.
 

Public Comments: The applicant for 39 Bruton spoke in support of the proposal and stated that this zone is required as part of the project approvals and entitlement process and this hearing is just a formality.
Decision: Approved by the City Traffic Engineer for implementation.
 

General Public Comment
A member of the public stated that the practice of not reading the items is discriminatory against people with visual impairments and the failure to provide transcript excludes people with hearing loss. A community member stated that more disabled parking spaces are needed and specifically called out the Great Highway and West Portal as areas that need more blue zones.


Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18.
