Pursuant to SFMTA Order No. 6737, the San Francisco Municipal Transportation Agency held an online public hearing on Friday, March 29, 2024 regarding the following proposed changes. On April 04, 2024, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. 1. Hyde Street between Jefferson Street and Beach Street – Updating Passenger Loading Zone Hours

* Public Comments: A member of the public asked if the SFMTA had jurisdiction to make changes on this block and staff confirmed that they did.
* Decision: Approved by the City Traffic Engineer for implementation.

2. California Street between Leavenworth Street and Jones Street – Extending a Passenger Loading Zone

* Per request from residential building to accommodate higher loading capacities.
* Public Comments: Several residents of the building spoke in support of the item, stating that the extended zone would improve safety for residents being
  picked up and dropped off as well as for deliveries, and would help reduce double parking on a busy street. Several emails in support were also received.
* Decision: Approved by the City Traffic Engineer for implementation.

3. Sutter Street between Leavenworth Street and Hyde Street – Relocating a Passenger Loading Zone

* Public Comments: The applicant spoke in support of the item and stated that the extended passenger loading zone would help reduce double parking.

4. Bush Street between Polk Street and Van Ness Avenue – Extending a Passenger Loading Zone

* Public Comments: Staff from UCSF spoke in support of the item as the current passenger loading zone is often full resulting in shuttles having to double park in the
  street and these changes would provide space for both shuttles and patient drop-offs.
* Decision: Approved by the City Traffic Engineer for implementation.

7. 3rd Street between King Street and Townsend Street – Relocating a Taxi Zone

* Public Comments: Staff from the SFMTA taxi division spoke in support of the item stating that this change is in response to a request from the Fire Department to
  relocate the zone due to the new bicycle facility that is planned.

* To improve safety and per state assembly bill AB413, the SFMTA establishes red zones near intersections, called daylighting. Daylighting removes visual
   barriers near a crosswalk or intersection to increase the visibility of those who walk, bike, or drive prior to entering an intersection. Additionally, daylighting on
   this block supports additional intersection visibility due to the adjacent Shared Spaces parklet.
* Public Comments: No comments were received.
* Decision: Staff corrected the address from “901” Cole Street to “900” Cole. Approved by the City Traffic Engineer for implementation.

11. Cole Street between Carl Street and Parnassus Avenue – Establishing a General Loading Zone

* This yellow zone was established to provide additional loading space due to a Shared Spaces parklet occupying a commercial loading zone. Since the parklet
  has been removed, nearby businesses have requested that the commercial loading zone be removed and returned to general metered parking.
* Public Comments: No comments were received.
* Decision: Approved by the City Traffic Engineer for implementation.

Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18.
