Hayes Valley Pay or Permit Parking Expansion: Outreach Recap and Next Steps

From late 2025 through early 2026, the SFMTA conducted outreach for the Hayes Valley Pay or Permit Expansion Parking Project. We connected with residents, businesses, and organizations through meetings, office hours, mailings, posters and a multilingual Virtual Open House with over 600 views and over 60 survey responses.

Below is a snapshot of what we heard and changes we’re proposing based on that feedback. Or you can view the detailed outreach summary and survey results.

What We Heard: Common Themes

  • Residents expressed frustration with limited on-street parking availability.
  • Top priorities: less time searching for parking and more predictable availability.
  • There was strong interest in the Resident Guest Discount Pilot, with many suggesting more annual discount codes.
  • Concerns included spillover parking, program costs, and guest parking confusion.
  • Other feedback: concerns and questions about red zones, addressing construction impacts, and keeping parking accessible and affordable.

Changes to the Proposal Based on Public Feedback

Based on public feedback, the project team made the following refinements to the project proposal: 

  • Removed Webster Street from the proposed Pay or Permit Parking Area.
  • Pledged to change the Pay or Permit Parking signs to include the days and hours that Pay or Permit Parking is in effect.
  • Increased the number of resident guest discount codes per household from 12 to 24 per year.

Next Steps

  • Late spring/early summer: Public Hearing and decision by the SFMTA Board of Directors. In advance of the hearing, we will send an email and post notices in the neighborhood with details about how to access the meeting and provide feedback.
  • Summer–End of Year: If approved, implementation work will begin and continue through early 2027, along with outreach to inform the public about upcoming parking changes and available discount programs.
  • Early 2027: Meter activation and launch of discount programs.
