
We're here to help you prepare for Muni service changes that start on June 21 - including on the 5 Fulton.
Starting June 21, Muni service changes will go into effect. They aim to:
- Align service to available resources
- Provide more reliable service
- Reduce delays
- Improve safety and accessibility
These changes are part of our ongoing work to solve the SFMTA’s near-term budget deficit and minimize its impacts on San Francisco. While we had to make the difficult decision to cut service in some cases, we’re also taking every opportunity we can to improve your trips.
To help you prepare, we’ll share more details about the service plan. We will also cover how community feedback shaped our approach -- and ways to get in touch for a service plan presentation or assistance in another language.
Service plan overview
Starting June 21, 2025, three Muni routes will turn back once they reach Market Street on weekdays: the 5 Fulton, 9 San Bruno and 31 Balboa.
These service changes also include a new route, the 6 Hayes-Parnassus. It combines the 6 Haight-Parnassus and the 21 Hayes into a new route. The 6 Hayes-Parnassus will also turn back once it reaches Market Street.
Riders will then be able to transfer at Market Street to get to their destination where Muni buses will provide service about every three to four minutes. Additionally, on the subway along Market Street, the five Muni Metro lines together provide service every two minutes on weekdays. Once you board a Muni bus or train, you have two hours to make free transfers to any other Muni vehicle.
- 5 Fulton
- On weekdays, the 5 Fulton will turn around to go back outbound at McAllister & Market. Riders can easily locate transfer locations near Market Street at the 5 Fulton transfer webpage (SFMTA.com/5Transfer).
- The 5R Fulton Rapid will remain in service. During early mornings, evenings and weekends when the 5R Fulton Rapid doesn’t operate, the 5 Fulton will continue service on Market Street to its current terminal.
- 9 San Bruno
- On weekdays, the 9 San Bruno will turn around to go back outbound at 11th & Market. Riders can easily locate transfer locations near Market Street at the 9 San Bruno transfer webpage (SFMTA.com/9Transfer).
- The 9R San Bruno Rapid will remain in service. During early mornings, evenings and weekends when the 9R San Bruno Rapid doesn’t operate, the 9 San Bruno will continue service on Market Street to its current terminal.
- 31 Balboa
- On weekdays and weekends, the 31 Balboa will run between Cabrillo & La Playa and 5th & Market.
- To go South of Market Street: Riders can use the 30 Stockton, 45 Union/Stockton, or T Third.
- Riders can easily locate transfer locations near Market Street at the 31 Balboa transfer webpage (SFMTA.com/31Transfer).
- On weekdays and weekends, the 31 Balboa will run between Cabrillo & La Playa and 5th & Market.

- 6 Haight-Parnassus and 21 Hayes
- These routes will be combined into one line, the “6 Hayes-Parnassus.” The new route will include portions of the former 6 Haight-Parnassus and 21 Hayes routes. It will turn around at Hyde & Market/Civic Center Station.
- This new route will serve all current 6 Haight-Parnassus stops west of Masonic Avenue.
- Riders who typically use 6 Haight-Parnassus stops east of Masonic Avenue can instead use 7 Haight-Noriega service.
- The new route will also serve all current 21 Hayes stops east of Masonic Avenue.
- Riders who typically use 21 Hayes stops west of Masonic Avenue can use 5 Fulton or 5R Fulton Rapid service two blocks away.
- Riders can easily locate transfer locations near Market Street at the 6 Hayes-Parnassus transfer webpage (SFMTA.com/6Transfer).

Stop changes to improve safety and access
Starting June 21, 2025, we are also making changes to some bus stops. These changes are not connected to the agency’s budget shortfall. They are part of our ongoing work to help make Muni safer and more reliable.
9 San Bruno
- The outbound stop at 228 Bayshore will move about 240 feet south, to the intersection at Costa Street. This moves the bus stop further away from where multiple lanes of traffic merge to improve safety.
15 Bayview-Hunters Point Express
- The outbound stop at 4th & Berry will move to 4th & Townsend to avoid conflicts with right-turning traffic onto Berry.
- New stops will be added in both directions on Hudson at Newhall. This will bring riders closer to the Third Street corridor and nearby homes.
18 46th Avenue
- The inbound stop on Lincoln Way & Great Highway will be relocated to the near side of the intersection as part of the Great Highway closure to improve access.
28 19th Avenue and 28R 19th Avenue Rapid
- A new 28 19th Avenue Rapid stop will be added at 19th Avenue & Lincoln. This will help more riders enjoy quicker trips on the 28R 19th Avenue Rapid and decrease crowding on the 28 19th Avenue.
33 Ashbury-18th St
- The Clayton & Carmel inbound stop will be relocated to the far side of the intersection. This will help reduce conflicts with lane merging and improve safety.
43 Masonic
- The Naples & Rolph and Naples & Geneva outbound stops will be consolidated into one stop, which will be located on Naples at Rolph, near side. This will help improve safety for riders.
- The Curtis & Prague and Prague & Drake outbound stops will be relocated into one stop, which will be located on Curtis at Prague, far side. This will be at a sidewalk with a level curb, improving safety for riders boarding.
- The Lombard & Lyon inbound stop will be moved to the near side of the intersection. This will help improve accessibility.
44 O’Shaughnessy, 52 Excelsior
- The Still & Lyell Streets stop for both routes will be relocated to the near side of the crosswalk for improved stop visibility.
48 Quintara/24th Street
- The by-request segment of the route that serves Hoffman Street will be removed. Removing this optional section of the route will improve reliability and travel times on the remainder of the route.
- A new outbound stop will be added at Clipper & Diamond streets. This will facilitate transfers to the 35 Eureka, which serves the Hoffman area.
54 Felton
- The Hudson and Ardath outbound stop will be relocated to the south by approximately 75 feet for better boarding access.
57 Parkmerced
- Stops in the Stonestown Mall area will be consolidated:
- The 20th Ave & Buckingham Way and the 20th Ave/Stonestown Mall outbound stops will be consolidated to a mid-point between the two in front of Whole Foods Market. This will help to improve reliability and reduce travel times.
- The inbound stop on 20th Ave north of Buckingham Way will be removed to improve reliability and travel times. The stop on 20th Ave south of Buckingham is just a two-minute walk from this stop.
67 Bernal Heights
- The outbound direction will be rerouted so that it stays on Folsom between Ripley and Bernal Heights Boulevard. This reroute avoids tight turns and improves safety. As part of the reroute:
- The outbound stop on Ripley & Alabama will be discontinued.
- The outbound stop on Ripley & Folsom will be relocated to Folsom & Ripley.
- The outbound stop at Bradford & Bernal Heights Boulevard will be relocated to Bernal Heights & Bradford.

Why cuts to Muni service are happening
No one wants Muni service cuts. Cutting 2% of Muni service now will help us save $7 million and keep Muni running for everyone. This is also going to help prevent a much more dramatic Muni service cut next year when federal and state pandemic relief funds run out and our agency faces a $322 million budget gap.
We know how important Muni is to San Francisco, and we never want to reduce service. But this summer, we’re facing a big financial challenge — and that means we have to make some tough choices.
We had to reduce service because of a $50 million shortfall in our July 2025 - June 2026 budget. Our funding from parking, fares and the city’s General Fund is lower than expected. That’s mostly because of the long-lasting effects of the pandemic. We’ve already tried to fix this by cutting costs, slowing hiring and improving fare enforcement. But it’s not enough.
With the changes starting June 21, we aimed to reduce service with minimal impacts to San Francisco.
How your feedback helped us reduce impacts
In early 2025, we asked the public to weigh in on three different ways we could approach service cuts.
To reduce impacts as much as possible, we worked hard to hear from riders across the city. Our outreach teams:
- Held pop-ups in four languages
- Rode buses and talked with riders
- Put up 600+ signs in nine languages
- Hosted a feedback form online in four languages
Thousands of people gave us feedback. Using your input, we found a way to reduce duplicative service while maintaining important connections and service on high-ridership routes. As a result, our final service plan involves a 2% service cut instead of the 4% we originally proposed in February. Our Board of Directors approved the final service plan on April 15.
What’s next and how to get in touch
These changes are tough, but we need to make them to keep Muni running strong. We’re committed to providing safe, fair and reliable transit for San Francisco. And we’ll keep partnering with the community as we work to balance our budget with initiatives like the Muni Funding Working Group.
