Noe Street from Duboce Avenue to Beaver Street in Duboce Triangle was approved as a Slow Street by the San Francisco Municipal Transportation Agency (SFMTA) Board on December 6, 2022. This corridor was first implemented as a COVID-19 Response Slow Street in 2020, and the SFMTA has since made several updates, including new traffic-calming features and painted safety zones (PSZs).
Following additional data collection and community feedback, the SFMTA is now leading a planning-level circulation study to take a broader look at travel and safety in the Duboce Triangle neighborhood. This study will help the SFMTA understand how people move through the Triangle today and explore how Slow Streets and related design tools could make local streets safer and more comfortable for everyone walking, biking, and rolling.
About the Duboce Triangle planning study
The Duboce Triangle Slow Streets Study will explore ways to enhance safety, accessibility, and neighborhood connectivity. The study will look closely at Sanchez Street (between Market Street and Duboce Avenue) and Steiner Street (between Duboce Avenue and Waller Street), two corridors that are already part of the City’s active-transportation network and could help form a more continuous, low-stress north–south route through Duboce Triangle.
As part of a grant-funded scope, the study will also evaluate potential adjustments to left turns from Market Street onto Castro, Noe, and Sanchez streets. But equally important, this effort is an opportunity for the community to surface and test new ideas—large and small—that have long been discussed within the neighborhood. These could include ways to calm traffic, improve crossings, reduce cut-through driving, and make streets more welcoming places to walk, bike, or linger.
The goal is to bring together local insights and technical analysis to identify a range of possible approaches for improving safety and mobility in Duboce Triangle. While the study will not make final design decisions, it will help determine which concepts have community support and merit further design and outreach in future phases.
Community meeting
Join your neighbors and SFMTA staff for a Duboce Triangle community conversation on Monday, 17 November, 6-8 PM at CPMC/Davies’ Campus Gazebo Room (45 Castro Street).
The meeting, sponsored by the Duboce Triangle Neighborhood Association, will include an overview of the study and its data findings, followed by small-group discussions to share experiences and ideas for what should be explored as part of the Duboce Triangle Slow Streets Study.
Can’t attend in person? An online survey will launch shortly after the meeting so community members can continue to share input and help narrow the study’s focus based on neighborhood consensus.
Community outreach
Your feedback will guide what’s studied in the coming months—from broad circulation ideas to simple intersection-level changes. The SFMTA is collaborating with the Duboce Triangle Neighborhood Association (DTNA) and other local partners to ensure that a wide range of community voices help shape the study. The 17 November meeting and subsequent online survey are the first opportunities for neighbors to share their perspectives, and additional engagement will continue through spring 2026 as the study progresses.
Community input will directly inform what is studied, ensuring that any future concepts reflect both local experience and data-driven analysis.
Noe Slow Street evaluation
The SFMTA Project team collects data to assess how each Slow Street is performing against the Slow Streets Program targets:
- Vehicle speeds at or below 15 mph
- Vehicle volumes less than 1,000 per day
