Residential Parking Permit Requirements
Listed below are the required documents for each permit type. More information is available on the individual applications on the Permits Page.
Permanent Residents:
- A copy of the current California DMV vehicle registration in the applicant’s name with permit address
- A copy of the current vehicle insurance policy with the applicant’s name and permit address
Business Permits
- A copy of the current California DMV vehicle registration
- A copy of the current vehicle insurance policy with the applicant’s name
- A copy of the current property title or lease
- A copy of the current Business Registration Certificate (RBC), and or a Tax Exempt Certificate if operating a non-profit
- Letter on company letterhead for permit assignment to an employee
For business accounts, vehicle can be registered in a different address but commercial vehicle must be registered under the business name & permit address.
Short Term/Visitor Permits if you do not already have a Residential Permit

Two of the following:
- Current utility bill or bank statement, with resident’s name and permit address (no cellphone & credit card bills)*
- Current lease/sub-lease
- Vehicle insurance policy or card with resident’s name and permit address
Travel Nurses:
- Current registration
- Hospital you are contracted to work at
- Start and end dates for employment
Caregiver (Medical, Childcare, & Family Child Care Homes)
1.Proof of Residency All Applicants must provide proof of residence in the RPP area. Please provide one of the following:
- A current utility bill, with resident’s name and permit address (no cellphone bills)
- Vehicle insurance policy or card with resident’s name and permit address
- Current rental lease agreement or proof of ownership with resident’s name and permit address
- Bank statement with resident’s name and permit address (credit card statements not accepted)
2. Vehicle Registration or Insurance for Caregiver’s vehicle Please provide one of the following:
- A copy of the current California DMV vehicle registration for each vehicle
- A copy of the current vehicle insurance policy with the applicant’s name and home address. Permits will not be issued to vehicles registered within the RPP area.
3. Specific Documents for Each Care Type
1. MEDICAL: For individuals who provide essential care on a regular basis to a resident within an RPP area
- Valid California vehicle registration of caregiver (up to three individual caregivers)
- Medical affidavit signed by resident’s physician and caregiver under penalty of perjury that the care is essential to their patient’s well-being - The affidavit must be submitted each year
2. CHILDCARE: For individuals who provide childcare to a minor, 12 years of age or younger, within an RPP area
- Birth certificates of the child or children for whom childcare will be provided
- Childcare affidavit signed by the parent or custodian. A new affidavit must be submitted each year
3. FAMILY CHILD CARE HOMES: For employees of Family Child Care Homes licensed by the California Health and Human Services Agency. Applicant’s vehicle cannot be registered within the RPP area.
- State issued Home Family Day Care license. An updated license must be submitted each year.
