Important
To start the Hearing process (Level 2 Protest), all of the following are required:
- Receive results in the mail from a completed Admin Review (Level 1 Protest)
- Within 21 days of receiving the results:
- Start the hearing process using an option below.
- Pay the fine shown on the ticket(s), or submit the low-income discount form for approval to waive the payment.
Reminder: You must complete a Admin Review (Level 1 Protest) and receive results in the mail before starting the hearing process. There is no way to skip the Admin Review.
Your Options
You have three options to start a Hearing (Level 2 Protest) request:
- You can start online (recommended).
- You can start using a printed paper form.
- You can walk-in to the SFMTA Customer Service Center.

Payment Requirement
For all hearings one of the following is required:
- Pay the speeding ticket amount
- Get an approved payment waiver if you receive public benefits or qualify as low-income.
If the hearing result is in your favor you will receive this money back. If the hearing result is not in your favor you will not receive this money back.
Hearing Types
Written (Recommended)
Written hearings are conducted in writing. Submit your statement of facts and evidence by mail or hand delivery. The Hearing Officer reviews the evidence, including your written statement and evidence. The Hearing Officer mails a written decision.
In-Person
In-Person hearings are conducted at the SFMTA Customer Service Center. You will present your statement of facts and evidence verbally to a Hearing Officer. The Hearing Officer does not make the decision during the hearing. The Hearing Officer mails a written decision.
Phone
Phone hearings are conducted over the telephone. A hearing appointment with the meeting information will be sent to you. The Hearing Officer contacts you by phone. You will present your statement of facts and evidence verbally to a Hearing Officer. The Hearing Officer does not make the decision during the hearing. The Hearing Officer mails a written decision.
Video
Video hearings are conducted over Microsoft Teams. A hearing appointment with the meeting information will be sent to you. You will present your statement of facts and evidence verbally to a Hearing Officer. The Hearing Officer does not make the decision during the hearing. The Hearing Officer mails a written decision.
Important
Prior to the hearing date, it is recommended that you send a written statement of facts with a copy of your evidence. The Hearing Request Form may be used to help you prepare for the hearing. The Hearing Request Form or written statement of facts may be mailed or hand delivered to the SFMTA Customer Service.
Payment Waiver and Low-Income Discount
If you can't afford to pay the ticket fine when requesting a Hearing (Level 2 Protest), you may qualify for a waiver. To qualify for the waiver you must have an approved low-income discount.
