Project Update: Thank you for joining us at the Bayview Quick-Build Virtual Open House! The event closed on September 21, 2020, and we are currently reviewing the feedback provided in the survey, email, and office hours in order to make a community-informed decision on the final Quick-Build design. We will be in touch with further updates regarding the Public Hearing, at which you will be able to provide additional comments.

Bayview Quick-Build Transportation Projects seek to improve safety for all roadway users. Recognizing the immediate need for transportation improvements in Bayview ­Hunters Point, locations for near term improvements, to be delivered in 2020, were identified during the planning phase of the Bayview Community Based Transportation Plan (CBTP)The Bayview CBTP is a community-driven, SFMTA-led planning effort funded through a Caltrans Sustainable Planning Grant. The Bayview CBTP seeks to improve transportation mobility and safety in the culturally rich and resilient Bayview community by identifying solutions tailored to the needs of residents, community-based organizations, and businesses. 

The SFMTA’s goals for Bayview Quick-Build Transportation Projects include improving pedestrian visibility and comfort at crossings and reducing vehicle speeds. Quick-build projects will deliver improvements to community-identified and supported priority streets throughout 2020. Bayview streets which are on the Vision Zero High Injury Network (HIN), such as Williams Avenue, will also be prioritized for quick-build transportation improvements. San Francisco’s Vision Zero HIN highlights the 13% of streets that account for 75% of the City’s injuries and fatalities.

Proposed Quick-Build Project Locations 

Quick-Build locations include:

  • Evans Avenue
  • Hunters Point Boulevard
  • Innes Avenue
  • Williams Avenue

Other locations identified for small scale, near term (implementation between 2020 – 2021) transportation improvements and traffic calming include, but are not limited to:

  • Quesada Avenue
  • Oakdale Avenue
  • Phelps Street

    What is a ‘Quick-Build’ Project?

    Bayview quick-build projects will deliver transportation improvements to community identified and supported priority streets. Quick-build projects focus on the implementation of safety improvements on streets which are on the Vision Zero High Injury Network (HIN), such as Williams Avenue and Quesada Avenue. San Francisco’s Vision Zero HIN highlights the 13% of streets that account for 75% of the City’s injuries and fatalities.

    Quick-build projects are reversible, adjustable traffic safety improvements that can be installed relatively quickly. Unlike major capital projects that may take years to plan, design, bid and construct, quick-build projects are buildable within weeks and months and are intended to be evaluated and reviewed within the initial 24 months of construction. Typical quick-build type improvements include:

    • Paint, traffic delineators, and street signs
    • Parking and loading adjustments
    • Traffic signal timing
    • Transit boarding islands

    The public and neighboring properties will be informed of these projects prior to construction and will have the opportunity to provide input at a public hearing. Additionally, the SFMTA, through its Vision Zero Safe Streets Evaluation Program, will analyze projects before and after implementation to review outcomes and determine design effectiveness. Evaluations will inform near-term modifications and long-term designs for streets.
